In order to further standardize the professional title evaluation process and crack down on illegal activities, the Ministry of Human Resources and Social Security recently issued the "Interim Measures for the Supervision of Professional Title Evaluation".This is the first professional title review and supervision document issued at the national level., which will be conducive to improving the quality of professional title evaluation and promoting fairness and justice.

A relevant person in charge from the Department of Professional and Technical Personnel Management of the Ministry of Human Resources and Social Security said that the issuance of this document is an important measure to implement the requirements of deepening the reform of the professional title system. While achieving positive results in "breaking the four onlys", "setting new standards", delegating power and loosening constraints, it will further strengthen the supervision of professional title evaluation to avoid letting it go and causing chaos.

In response to the prominent and frequent violations in the professional title evaluation process,The measures clearly state that it will focus on three key groups, namely applicants, review experts, and professional title review-related staff, and two key units, namely review units and applicants' units. It will adopt various methods such as random inspections, regular inspections, key inspections, quality assessments, and special rectifications to implement supervision, and build a professional title review supervision system that includes government supervision, unit (industry) self-discipline, and social supervision.

The measures propose to implement credit management for individual violations. Dishonest behaviors in professional title evaluation will be used as an important reference for applying for professional title evaluation or participating in professional title evaluation. Serious dishonest behaviors will be included in the blacklist of dishonest behaviors in professional title application and evaluation and will be punished according to law. Reminders, interviews, suspension of evaluation, orders for rectification, criticism, and withdrawal of professional title evaluation authority will be adopted for unit violations to strengthen the handling of violations by evaluation units.

The measures also include relevant industry associations, societies and other social review agencies in the scope of supervision.For illegal and irregular activities carried out by intermediaries or other social organizations that have nothing to do with professional title evaluation under the guise of professional title evaluation, the Measures will make them the key contents of special rectification of the professional title evaluation environment in various places, and require local human resources and social security departments to work with public security, market supervision, cyberspace administration and other departments to punish and deal with them in accordance with the law.
