On the morning of August 20, the official website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Song Rui, former first-level inspector of the Guizhou Provincial Local Financial Supervision and Administration Bureau, is suspected of serious violations of discipline and laws and is currently undergoing disciplinary review and supervision investigation by the Guizhou Provincial Commission for Discipline Inspection and Supervision.

According to public resume information, Song Rui was born in November 1962, has a university degree and a master's degree in project management. Song Rui worked in the Guizhou Rural Credit Union for many years, serving as deputy director and deputy chairman. In May 2014, he served as party secretary, chairman and director of the Guizhou Rural Credit Union.

In 2019, Song Rui was named one of the "Top Ten Inclusive People of 2018". At that time, it was said that as the leader of the Guizhou Provincial Union, Song Rui actively advocated the innovation of financial service models of rural credit cooperatives across the province, explored inclusive financial services with Guizhou characteristics, and created five business cards for Guizhou rural credit cooperatives to serve small and micro businesses.

At the end of 2018, the Guizhou Provincial People's Government issued a notice on the adjustment of relevant cadres' positions, suggesting that Song Rui no longer serve as the chairman and director of the Guizhou Rural Credit Cooperatives Union. In early January 2019, Song Rui was appointed as the inspector of the Guizhou Provincial Local Financial Supervision and Administration Bureau (Guizhou Provincial Financial Work Office). In December of the same year, Song Rui conducted external research activities as the "first-level inspector of the Guizhou Provincial Local Financial and Economic Supervision Bureau."

In July 2022, Song Rui also attended the opening ceremony of the Guizhou Stock Exchange Center's tourism industrialization special board and the Guizhou tourism enterprise financing work docking meeting as a first-level inspector of the Guizhou Provincial Local Financial Regulatory Bureau.

In recent years, the anti-corruption campaign in rural credit systems has continued to deepen. Before Song Rui, some officials of the Guizhou Provincial Credit Union had been punished.

In July 2023, Ma Linbo, secretary of the Party Committee and chairman of the Guizhou Provincial Cooperative Bank, was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision investigation. In October of the same year, Ma Linbo was "double-opened". The notice pointed out that Ma Linbo was keen on "circle culture", formed gangs, and sought personnel benefits for "insiders"; abused his power for personal gain, "relying on finance to eat finance", used his position to seek benefits for others in loan financing, and accepted huge amounts of property, disrupting the financial order.

In addition, the rural credit cooperative cadres reported by the Central Commission for Discipline Inspection that have been investigated this year include: Zhan Xiliang, former deputy secretary of the Party Committee and secretary of the Discipline Inspection Commission of the Shandong Rural Credit Cooperative Union, Gao Bo, former member of the Party Committee and secretary of the Discipline Inspection Commission of the Yunnan Rural Credit Cooperative Union, Feng Yunqiao, former deputy secretary of the Party Committee of the Hubei Rural Credit Cooperative Union, and Wei Jiagan, former secretary of the Party Committee and chairman of the Guangxi Zhuang Autonomous Region Rural Credit Cooperative Union.
