The Optoelectronics Pioneer Institute was established in October 2015 and is a common technology service platform focusing on photonic technology. After 9 years of development, the Optoelectronics Pioneer Institute has built a public service platform for optoelectronic chips and an advanced photonic device engineering innovation platform. In the process of helping Shaanxi photonic companies to "gather chains into groups", it has played a key role in "solving pain points" and "building nests to attract phoenixes", highlighting the value of chain leaders.

It is worth mentioning that, relying on the top-level design of Shaanxi Province's "Light Chasing Plan", the Advanced Photonic Device Engineering Innovation Platform built by the Optoelectronics Pioneer Institute was officially launched in March 2023, focusing on providing gallium arsenide(GaAs)Pilot foundry service for compound optoelectronic chips. As of the end of June 2024, the platform has reached service intention agreements with more than 30 well-known optoelectronic chip companies in the industry, of which nearly 20 have signed pilot foundry contracts, providing more than 100 services in total.
