By June 30 next year, charging piles will cover all county-level administrative regions across the country. The county-wide battery swapping will be gradually promoted nationwide in three phases. The first phase (before June 30, 2025) will cover 14 provincial administrative regions and more than 1,200 county-level administrative regions, including Beijing, Shanghai, Tianjin, Chongqing, Macau, Guangdong, Hubei, Jiangsu, Zhejiang, Shandong, Henan, Sichuan, Anhui, and Fujian.

The second phase (before December 31, 2025) will cover 27 provincial-level administrative regions and 2,300+ county-level administrative regions, and will newly cover Hunan, Hebei, Shaanxi, Guangxi, Yunnan, Guizhou, Jiangxi, Hainan, Shanxi, Jilin, Liaoning, Gansu, and Ningxia. The third phase will cover the remaining provincial-level administrative regions.
