At the 2024 World Artificial Intelligence Conference held last month, Shi Yunlei, founder of Shanghai Rushen Robotics Technology Co., Ltd., brought the world's first rehabilitation product that fully covers the hands, upper limbs and lower limbs - UniGym Intelligent All-in-One Home Rehabilitation System to the Future Tech 100 exhibition area, attracting attention from all parties. In January this year, this startup focusing on the track of intelligent health care robots officially "settled" in the Lingang New Area and became a new member of its scientific and technological innovation "circle of friends".

Cultivating a fertile soil for innovation and entrepreneurship
Rushen Robotics' decision to settle in Lingang New Area was a well-considered decision. "The new area has perfect scientific and technological innovation services, favorable policy support and a strong atmosphere of innovation and entrepreneurship. It also gathers a number of well-known robot companies. The high concentration of talents, supply chain, production chain and other aspects effectively reduces the operating costs of enterprises." Shi Yunlei said.
The development of science and technology enterprises is closely related to a good innovation ecosystem. For example, after the launch of the robot, it received tens of millions of angel round financing. There are also a series of science and technology innovation activities, such as the X·Time2024 International Entrepreneurship Competition and the Haiju Yingcai Global Innovation and Entrepreneurship Competition, which have cultivated the soil for innovation and entrepreneurship and continuously stimulated the momentum of scientific and technological innovation of enterprises.

Fu Zhe, chairman of Shanghai Feao Information Technology Service Co., Ltd., has such an experience. As a technology-driven enterprise that has grown together with the new area, Feao Technology's core business covers enterprise digital transformation consulting, cloud resale, cloud management services, software development and customization, etc. Last year, it was officially selected as a Shanghai-based specialized and new enterprise. Fu Zhe told reporters that in 2018, Feao Technology had only a few employees and sales of hundreds of thousands of yuan. Today, the number of employees has increased to nearly 70, and it has also established cooperative relationships with many well-known domestic and foreign companies, signed many "big orders", and continued to expand its sales, which exceeded 100 million yuan last year.
Only by activating the "spring water" of scientific and technological innovation can high-quality development have "fresh water from the source". Over the past five years, the number of technology-based enterprises and innovation entities in the Lingang New Area has continued to grow. Among them, high-tech enterprises have increased from 254 to 1,493, national-level specialized and new "little giants" have increased from 1 to 25, municipal-level specialized and new small and medium-sized enterprises have reached 441, and municipal-level technology little giants (including cultivation) have reached 56.
The Science and Technology Innovation Station came into being
The unstoppable development of Rushen Robotics and Feao Technology is inseparable from the comprehensive scientific and technological innovation service system of the Lingang New Area. Shanghai Lingang Science and Technology Entrepreneurship Center (hereinafter referred to as "Lingang Science and Technology Innovation") has been rooted in the new area since 2009. It is the first "national-level science and technology enterprise incubator" in Lingang, and currently has more than 3,000 scientific and technological innovation enterprises settled in. General Manager Qu Lin's work schedule is full - traveling around various districts in Shanghai, dozens of phone calls and video conferences every day, overtime work and business trips are also "commonplace", "I am an 'impatient', thinking about helping scientific and technological innovation enterprises solve problems and meet needs, I can't stop."
When they first arrived in Lingang, Qu Lin and his team were completely in the dark. "There were few people, few industries, and few intermediary service resources for science and technology innovation." On a "blank sheet of paper", Lingang Science and Technology Innovation started with the most basic "food, clothing, housing and transportation" services to build a "living circle" for the companies that landed.
In 2019, the Lingang New Area was unveiled and established. Universities, talents, and industries gradually gathered, various innovation elements gradually became complete, and the science and technology innovation ecosystem was greatly improved. In order to meet the higher-level strategic positioning of the new area and create a highland for the growth of science and technology innovation enterprises, the work of Lingang Science and Technology Innovation began to shift - introducing more overseas talents, projects and capital to open up the international market for Chinese science and technology innovation enterprises.
Qu Lin introduced that as an important part of improving the incubation and cultivation system of science and technology enterprises, the Science and Technology Innovation Station came into being. It is based in the new area and focuses on the introduction and incubation of cutting-edge industries such as automotive electronic chips and cross-border and offshore projects, the introduction of all elements of technology, talents, capital, and data, and the full-function services of policies, services, and industrial ecology. Rushen Robotics is one of the companies that landed in the new area from the Science and Technology Innovation Station. It has not only integrated into the upstream and downstream industrial chains through the introduction of resources, but also used the convenience of foreign investment in the new area to continuously expand its overseas sales channels.
"Nowadays, we are not only 'service providers' but also 'integrators'." Qu Lin said that in the face of a large number of science and technology enterprises, Lingang Science and Technology Innovation has allowed more professional service agencies to participate in the service chain of scientific and technological innovation, building a "bridge" between the two so that the needs of enterprises can be accurately matched. Currently, there are as many as three to four hundred science and technology service providers of various types.
Gradient incubation has significant effects
As a frontier of scientific and technological innovation, Lingang New Area has established a full-chain and full-process scientific and technological innovation system covering "basic innovation-applied innovation-achievement transformation-cultivation of technology-based enterprises", helping enterprises to achieve original innovation from "0 to 1", accelerate innovation from "1 to 10", and accelerate the transformation of scientific and technological achievements from "10 to 10", promote the deep integration of innovation chain, industrial chain, capital chain and talent chain, and enhance the overall efficiency of Lingang New Area's innovation system.
Actively deploy high-level laboratories, start construction of key laboratories, introduce and build 5-10 national laboratories and major scientific infrastructure within three years... Lingang New Area focuses on basic research and continuously improves its function as a source of scientific and technological innovation. The high-efficiency and low-carbon gas turbine experimental device project is expected to be completed this year, and the first prototype of the 300-megawatt F-class heavy-duty gas turbine independently developed by my country rolled off the assembly line in Lingang.
The Eweinan Shanghai International Algorithm Innovation Base and the Shanghai Technology Exchange International Trading Center were unveiled, the Lingang New Area promoted the acceleration of application innovation, and the multi-level science and technology innovation support policies enabled 16 new science and technology innovation platforms and institutions to give full play to their advantages. They carried out in-depth cooperation with enterprises around the development directions of key industries such as integrated circuits and artificial intelligence, and initially achieved the introduction, cultivation and incubation of nearly 100 technology companies.
Focusing on key industries, the Lingang New Area has built a full range of transformation and incubation platforms, such as technology research and development transformation platforms focusing on integrated circuits, new energy vehicles, biomedicine and other fields, the PuYue incubator with global innovation incubation capabilities, and the SiNan incubator focusing on the compound semiconductor field, to inject source power into the transformation of scientific and technological achievements.
Industrial and technological innovation policies are constantly changing and optimizing, and scientific and technological innovation activities such as science and technology innovation conferences and competitions are emerging in an endless stream. The gradient incubation and cultivation system of "science and technology innovation stations, incubators, accelerators, and special parks" provides full-life cycle scientific and technological innovation services for enterprises at different development stages...
