How to solve the problem of difficult transformation of scientific and technological achievements? The Decision of the Third Plenary Session of the 20th CPC Central Committee proposed: "Encourage and guide universities and research institutes to license scientific and technological achievements to small and medium-sized enterprises on a pay-later basis."

In the past, some small and medium-sized enterprises did not dare to rush into the scientific and technological achievements they were interested in because they had not yet seen the application scenarios. Zhejiang has implemented a "use first, then transfer" mechanism, which allows small and medium-sized enterprises to try out scientific and technological achievements with high valuations without spending money, providing a good idea for the transformation of scientific and technological achievements.

On the basis of the pilot projects, Zhejiang has successively issued a series of documents to timely fix and promote good practices and experiences in the form of systems, forming a system and mechanism of "use first and then transfer". We should study and implement the spirit of the plenary session, earnestly implement reform-led, market-driven and institutional guarantees, and accelerate the formation of an innovative ecology with continuous emergence of original achievements and effective transformation of scientific and technological achievements.
