According to the official WeChat account of Cili Public Security Bureau, Cai recently placed an order on the "Hello" platform via his mobile phone to take Mr. Liu's Hello ride from Daxing District, Beijing to Cili County. The price agreed on by the platform was 2,263.6 yuan. Unexpectedly, Cai secretly cancelled the order after finding that Mr. Liu did not click on the platform to confirm the ride, and disappeared after arriving at the destination. In desperation, Mr. Liu chose to call the police for help.

After receiving the request for help, the Liyuqiao Police Station of the Public Security Bureau of Cili County quickly started work. Through video tracking, it was found that Cai had taken Didi to leave Cili and his whereabouts were unknown. Mr. Liu also left because of other arrangements for his travel itinerary. During this period, the police found relevant information about Cai through various efforts. Because Cai was already in Hangzhou, the police contacted Cai by phone many times. Cai denied his behavior of running away and claimed that the two sides had a disagreement on the fare and failed to reach an agreement before leaving. The police coordinated and asked him to pay the fare of 2,200 yuan agreed by both parties. Cai pretended to agree, but he did not take action for a long time, and even refused to communicate with the police. Cai's abnormal behavior aroused the suspicion of the police, so the police urged him to come to Cili County to accept the investigation of the public security organs.

Upon questioning, the offender Cai truthfully confessed to his illegal act of placing an order on the "Hello" platform through his mobile phone to take Mr. Liu's ride-sharing car from Daxing District, Beijing to Cili County, and then deliberately running away from the order.

At present, Mr. Liu’s loss of 2,200 yuan has been recovered, and the offender Cai has been administratively detained by the Cili County Public Security Bureau.
