Recently, the “Corps Leadership” column on the Xinjiang Production and Construction Corps’ official website updated information showing that He Zhongyou, deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee, secretary and political commissar of the Xinjiang Production and Construction Corps Party Committee, and chairman of China New Construction Group Corporation, is at the ministerial level.

The picture shows He Zhongyou, who has served as the Party Secretary and Political Commissar of the Xinjiang Production and Construction Corps.

​Previously, the WeChat public account "Xinjiang Daily" released a message on July 27 that the Autonomous Region Party Committee decided: Comrade He Zhongyou will serve as a member, standing member, and secretary of the Party Committee of the Xinjiang Production and Construction Corps.

Prior to taking up this new post, He Zhongyou served as deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee and secretary of the Urumqi Municipal Party Committee.

Public information shows that He Zhongyou, male, Han nationality, was born in November 1965 in Wuwei, Anhui Province. He joined the Party in June 1993 and started working in July 1988. He graduated from the London School of Economics and Political Science with a degree in Information Systems Analysis and Management. He has a postgraduate degree and a Master of Science.

He had worked in Guangdong for a long time, and had served as the director and party secretary of the Guangdong Provincial Department of Transportation, and secretary of the Heyuan Municipal Party Committee. In 2016, he was promoted to vice governor of Guangdong Province. The following year, he became a member of the Standing Committee of the Guangdong Provincial Party Committee and concurrently served as secretary of the Political and Legal Affairs Commission of the Provincial Party Committee.

At the end of 2019, He Zhongyou was transferred across provinces to Hainan to serve as a member of the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Haikou Municipal Party Committee. In October 2021, he was transferred across provinces again to take up the new post of Deputy Secretary of the Xinjiang Uygur Autonomous Region Party Committee. In 2023, he concurrently served as Secretary of the Urumqi Municipal Party Committee.

Li Yifei, formerly deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee, secretary and political commissar of the Xinjiang Production and Construction Corps, and chairman of China New Construction Group Corporation, took office as secretary of the Ningxia Hui Autonomous Region Party Committee in June 2024.
