In July 2015, the 43-year-old Zhu Zhongming was appointed as the deputy secretary and deputy director of the Zhejiang Provincial Audit Office, and was later promoted to secretary and director of the Zhejiang Provincial Audit Office in 2017. Regarding the regional economy, in his signed article "Investigation and Thinking on High-Quality Development of Regional Economy" published in the 2nd issue of "Audit Watch" in 2019, Zhu Zhongming pointed out that the path of regional economic development in Zhejiang Province is distinctive, with bold decentralization and adherence to the "province-controlled county" fiscal system. Through five consecutive rounds of "strengthening counties and expanding powers", it has strongly supported the rapid development of the regional economy in Zhejiang Province.
He also said that at that time, the regional economy of Zhejiang Province still had problems such as irrational industrial structure, tightening resource and environmental constraints, intensified constraints on factor costs, and weak innovation capabilities.
