According to the Hebei Provincial Commission for Discipline Inspection and Supervision on the evening of the 16th, Tangshan City’s first-level inspector Cao Quanmin is suspected of serious violations of discipline and laws and is currently undergoing disciplinary review and supervision investigation.

Public information shows that Cao Quanmin was born in October 1964, a native of Tangshan, Hebei Province, with a postgraduate degree and a master's degree in engineering.

After graduating from Zhejiang University Graduate School with a degree in environmental engineering, Cao Quanmin returned to Tangshan to work. He worked successively in Tangshan Environmental Monitoring Center, Municipal Environmental Protection Bureau, Management Section of Municipal Environmental Protection Bureau, and Comprehensive Planning Department of Municipal Environmental Protection Bureau. In September 1995, he was appointed Deputy Director of Tangshan Environmental Protection Bureau.

In February 2000, Cao Quanmin took up the post of deputy secretary and acting district chief of Guye District, Tangshan City. He was appointed district chief the following month. In March 2003, he was transferred to the post of deputy secretary and acting district chief of Lunan District. He was later appointed district chief. In May 2007, Cao Quanmin was appointed secretary of Lubei District Committee.

In February 2011, Cao Quanmin was promoted to deputy mayor and member of the party group of Tangshan.He became a deputy department-level cadre. While serving as the deputy mayor of Tangshan, he went to Beijing in 2015 to serve as a member of the Standing Committee of the Xicheng District Committee and deputy district mayor. At the latest in 2021, Cao Quanmin made his public debut as a first-level inspector of Tangshan City.

On the evening of August 11, 2024, the Hebei Provincial Commission for Discipline Inspection and Supervision announced that two provincial officials were under investigation, namely He Chunjun, executive deputy director of the Provincial United Front Work Department, and Li Li, member of the Standing Committee of the Tangshan Municipal Party Committee and Minister of the Propaganda Department. Among them, He Chunjun had worked in Tangshan for a long time, and had served as member of the Standing Committee and deputy mayor of Qian'an Municipal Party Committee, member of the Standing Committee and executive deputy mayor of Fengrun District, Tangshan, deputy secretary and mayor of Fengrun District, Tangshan, secretary of Kaiping District, Tangshan, deputy director of the Standing Committee of Tangshan Municipal People's Congress, and member of the Standing Committee and deputy mayor of Cangzhou Municipal Party Committee.

According to statistics from Jiemian News, since April 5, 2024,The Hebei Provincial Commission for Discipline Inspection and Supervision announced that 10 provincial officials were under investigation, all of whom were related to Tangshan.

Among them, on April 5, Tangshan Vice Mayor Li Jianzhong was investigated; on April 9, Tangshan Municipal People's Congress Standing Committee Vice Chairman and Qianxi County Party Secretary Li Guifu was investigated; on April 30, Tangshan Municipal People's Congress Standing Committee former Director Guo Yanhong was investigated; on May 21, Tangshan Municipal People's Congress Standing Committee Party Group Secretary and Director Yang Jie was investigated; on June 6, Tangshan Normal University Party Committee former Secretary Sun Guishi was investigated; on June 28, Tangshan Vice Mayor Hao Zhijun was investigated. On July 1, Tangshan Municipal Party Committee Member and Caofeidian District Party Secretary Hou Xu was investigated.

In addition, on May 31, Han Guoqiang, member of the Party Leadership Group and deputy director of the Hebei Provincial Development and Reform Commission, was investigated. According to his public resume, Han Guoqiang was born in 1967 and served as member of the Standing Committee and executive deputy district mayor of Guye District, Tangshan City, member of the Standing Committee and secretary of the Discipline Inspection Commission of Caofeidian District, and secretary of Qian'an Municipal Party Committee.

Tangshan City is located in the eastern part of Hebei Province. It has a superior geographical location and convenient transportation. It is one of the important cities in the Beijing-Tianjin-Hebei region. The city is rich in mineral resources and ranks first in the country in steel production. It is known as the "Steel City of China". For many years, Tangshan City has maintained its position as the largest economic city in Hebei Province. In 2023, the city's GDP reached 913.3 billion yuan. In the first quarter of 2024, the total GDP reached 200.65 billion yuan, continuing to rank first in the province.

At the end of 2023, in Qianxi County, Tangshan City, a retired cadre Ma Shushan was arrested and prosecuted after reporting the county party secretary Li Guifu, which attracted widespread attention from the society. The incident attracted the attention of the Supreme People's Procuratorate, and the Hebei Provincial Party Committee immediately deployed an investigation and verification of the incident. In January 2024, the Qianxi County Procuratorate withdrew the prosecution against Ma Shushan on the grounds that "there was no criminal fact", and Ma Shushan was released. Afterwards, the Hebei Provincial Disciplinary Inspection and Supervision Authority decided to deal with 22 relevant responsible persons in accordance with discipline and law.

Since then, Tangshan has become the center of Hebei Province's anti-corruption storm, with many officials being sacked.Since July 13, 2024, news of 11 municipal officials being investigated has been announced.

The cadres reported and investigated by the Tangshan Municipal Commission for Discipline Inspection and Supervision during this period include: Yu Cun, former deputy director of the Tangshan Civil Affairs Bureau, Yu Haitao, a third-level researcher of the Municipal Political and Legal Affairs Commission, Gu Shoujun, former deputy director of the Municipal Organization Department and a second-level inspector, Gu Yue, secretary of the Party Working Committee of Gangyao Street, Lubei District, Zhang Wenli, former researcher of the Municipal Land and Resources Bureau, Du Jia, member of the Party Working Committee of the Municipal High-tech Industrial Development Zone and deputy director of the Management Committee, Li Wei, deputy mayor of Zunhua City, Li Ruiling, member of the Standing Committee of the Luanzhou Municipal Party Committee, director of the Office, and a third-level researcher, Yan Zhimin, former director of the Mineral Law Enforcement and Supervision Division of the Law Enforcement and Supervision Brigade of the Municipal Natural Resources and Planning Bureau, Zhao Guocheng, former secretary of the Party Committee and director of the Fengrun District Branch of the Municipal Natural Resources and Planning Bureau, and Guo Jiangtao, former member of the Party Leadership Group and deputy director of the Zunhua Municipal Natural Resources and Planning Bureau.

Earlier on June 26, Tangshan City held a warning and education meeting for leading cadres, pointing out that it is necessary to strictly enforce discipline on integrity, highlight key areas, focus on key groups, keep a close eye on hidden mutations, and promote the three "dare not, cannot, and do not want to" be corrupt, and resolutely win the tough and long-term battle against corruption.

On July 2, the website of the Tangshan Municipal Commission for Discipline Inspection and Supervision forwarded an article from the Tangshan Labor Daily, stating that since the beginning of this year, discipline inspection and supervision agencies at all levels in the city have filed 2,189 cases and punished 2,116 people, including 90 county-level and department-level cadres; a total of 95 people have been detained and 28 people have been transferred to the procuratorate; 350 "four winds" problems have been investigated and dealt with, and 424 people have been punished.

According to the article, since 2022, Tangshan has filed 7,118 cases and punished 6,235 people, including 182 county-level cadres; 209 people have been detained and 120 people have been transferred to the procuratorate; 848 "four winds" problems have been investigated and 1,053 people have been punished.
