According to the key tasks in the Opinions, Shanghai has a clear timetable for the development of low-altitude economy: in 2024, it will take the lead in achieving full coverage of low-altitude flight routes in key areas such as Jinshan Low-altitude Collaborative Management Demonstration Zone, Pudong New Area and Qingpu District, and encourage basic telecommunications companies to make full use of existing ground communication network resources to create low-altitude communication demonstration routes. In 2025, it will achieve continuous coverage in hot flight route areas in the city and support large-scale operation of low-altitude business. In 2026, it will achieve full continuous coverage of low-altitude flight routes in Shanghai.
