On August 15, a reporter from Red Star News learned from the Chengdu Science and Technology Bureau that a domestically-produced large twin-engine unmanned transport aircraft independently developed by Sichuan Tengdun Science and Technology Co., Ltd., a Chengdu-based science and technology company, recently successfully made its maiden flight at Zigong Fengming General Aviation Airport. This achievement is one of the first batch of projects on the "Chengdu City's 'Unveiling the List'" list released by the Chengdu Science and Technology Bureau in 2021 - the "Development and Application of Large General Cargo UAV Systems" list.

The first batch of 2021 Chengdu "Unveiling the List" (Key Scenario Construction Fields of the National New Generation Artificial Intelligence Innovation and Development Pilot Zone) has set up a total of 4 lists, involving a total amount of 24 million yuan. In addition to the Tengdun Unveiling List, the other three are "Development and Application of Tianfu International Airport Scene Intelligent Perception and Decision-making System", "Development and Application Demonstration of Grassroots Social Digital Governance System for Future Cities", and "Construction and Application of Industrial Internet Platform for High-end Aviation Equipment Manufacturing".
"Announcement and Appointment" is also known as the "technology bounty system". It is a scientific research funding system that redeems funds with scientific research results. It is generally intended to solve technical problems in specific areas of society. It is a non-periodic scientific research funding arrangement organized by the government, open to the whole society, and specifically to solicit scientific and technological innovation results.
Simply put, it means putting up a list of key core technology projects needed, and heroes come from all walks of life, and whoever has the ability can take the lead. The list of "Development and Application of Scene Intelligent Perception and Decision-making System at Tianfu International Airport" was announced by the Second Research Institute of the Civil Aviation Administration of China (referred to as "CAAC Second Research Institute"), and its research and development results have been put into use recently.
"This project has formed major technical achievements such as the airport pavement safety perception and analysis digital system, the surface activity element perception system, the surface operation business monitoring system, the airport unmanned baggage vehicle transportation system, the surface safety operation intelligent management and control system, as well as the pavement intelligent detection robot equipment, unmanned baggage tractor, and automatic baggage loading system equipment." The person in charge of the project said that based on the research and development results, the application demonstration has been completed at Chengdu Tianfu International Airport for pavement health detection, baggage loading and transportation, operation control and other scenarios. In addition, some key technical achievements have been successfully applied and promoted in many places across the country.
Promoting the digital transformation and intelligent development of cities is a key link in building new competitive advantages for cities in the future. In the future, how can urban grassroots governance be made more intelligent and orderly? Sichuan Yuncong Tianfu Artificial Intelligence Technology Co., Ltd. Chengdu has been taking action to find "heroes" in a wider range through "unveiling the list and appointing the leaders", making full use of resources and selecting the best. Since the release of the list of Chengdu's "unveiling the list and appointing the leaders" science and technology projects in 2021 (key scenario construction areas in the National New Generation Artificial Intelligence Innovation and Development Pilot Zone), the Municipal Science and Technology Bureau has continued to release the list in recent years, and through the "unveiling the list and appointing the leaders" method, the supply of scientific and technological achievements has enabled the city's high-quality development.
At present, focusing on the two major categories of "building circles and strengthening chains" in key industries and improving urban governance capabilities, four batches of 34 "challenge-taking" science and technology project lists have been approved, with a total amount of 104 million yuan.
Among them, 27 industry circle building and chain strengthening projects cover five industrial ecosystems of electronic information, digital economy, aerospace, green and low-carbon, and big health, 13 key industrial chains such as integrated circuits, big data and artificial intelligence, and industrial Internet; and 7 city governance capacity improvement projects cover areas such as technical governance of air pollutants, carbon neutrality, and emergency safety.
The "challenge-taking" approach to tackling key problems can not only fully mobilize the enthusiasm of various innovation entities, but also enable the tackling of key projects to be efficiently implemented and rapidly advanced.
A relevant person in charge of the Chengdu Municipal Science and Technology Bureau said, "Compared with other cities in China, the list of science and technology projects released by Chengdu is based on the perspective of urban development and is designed around major national science and technology tasks and major city science and technology needs."
