“This is creating a real problem for Putin,” he said in his first substantive comments on the operation, which appears to have caught Russia off guard.

The White House said Ukraine did not inform the United States in advance of its incursion into Russia's Kursk region. Russian forces responded with missiles, drones and air strikes on the 13th against Ukrainian forces.
