The answer given by Beijing is: to plan and promote from three dimensions: benchmark application, demonstration application, and commercial application, and to build a large model to empower a panoramic view of economic and social development.
Specifically, by the end of 2025, by implementing five benchmark application projects that match the world's leading level, organizing 10 national demonstration application projects, and promoting a number of commercial application results with broad application prospects, we will strive to form three to five advanced, available, self-controllable basic large-scale model products, 100 excellent industry large-scale model products and 1,000 industry success cases. With the comprehensive upgrade of the performance of domestic large models, advanced large model capabilities will gradually be transformed into product applications in commercial scenarios. Tang Jianguo, chief economist of the Beijing Municipal Bureau of Economy and Information Technology, introduced that Beijing will start with small incisions and real scenarios, focus on industry hotspots and social concerns, give full play to the enabling role of large model technology innovation in industry applications, and cultivate a batch of large model commercial applications. Specifically, Shenzhen will focus on smart products, application scenarios, smart connected vehicles and other fields, and strive to create five pioneers: "full-stack innovation pioneer, smart product pioneer, data cross-border pioneer, scenario application pioneer, and smart driving pioneer." In terms of full-stack innovation, Shenzhen will build an artificial intelligence ecosystem by building an intelligent computing system of "one superpower and multiple strong general dispatch", accelerating full-stack innovation of core technologies, laying out major artificial intelligence scientific research platforms, and building a domestic artificial intelligence ecological source innovation center.

After iterative upgrades, the number of parameters of Tencent Hunyuan Big Model has reached one trillion. Tencent will promote the application of cutting-edge artificial intelligence technologies such as big models in the fields of real economy, cultural protection, scientific discovery, etc., and provide technical support for the intelligent upgrade of the whole society.
At the World Artificial Intelligence Conference held in Shanghai not long ago, many companies demonstrated new progress in the field of big models. SenseTime released the WYSIWYG model "Daily New 5o", which integrates cross-modal information and brings a new AI interaction mode based on multiple forms such as sound, text, image and video; Alibaba Cloud CTO Zhou Jingren announced the latest progress of Tongyi Big Model and Alibaba Cloud Bailian Platform: from May to June this year, the download volume of Tongyi Qianwen open source model increased by 2 times, exceeding 20 million times, and the number of customers served by Alibaba Cloud Bailian increased from 90,000 to 230,000, an increase of more than 150%; Kingsoft Office released WPS AI 2.0 and launched Kingsoft Government Office Model 1.0.
Wu Yunsheng, vice president of Tencent Cloud and head of Youtu Lab, said that through the continuous iteration and development of products such as the big model base, TI platform, knowledge engine, image creation engine, and video creation engine, big models are being implemented to help companies improve quality and efficiency.
Experts said that the development of big model technology is far from bottoming out and needs continuous iteration. At present, the development of artificial intelligence at home and abroad presents the following characteristics: on the one hand, the three elements of computing power, data, and algorithms are continuously advancing the research of big models; on the other hand, the industry application of big models is simultaneously promoted, and the level of model intelligence is improved through application verification and feedback.
In order to get through the "last mile" of AI application implementation, Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee are actively planning to build a number of joint R&D platforms for AI application scenarios, supporting industry users to take the lead and jointly tackle key problems with leading AI technology companies. Han Jian, director of the Information Technology Department of Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee, introduced that the platform aims to integrate innovative resources and high-quality data in the field of AI, open up core business scenario requirements, provide a joint R&D environment, attract and gather leading innovation teams, and accelerate the advancement of AI technology and the implementation of the industry. The platform will serve as a bridge connecting industry users, enterprises, universities and research institutions, providing integrated services such as technology R&D, scenario verification, achievement transformation, and talent training.
