Not long ago, Zhou Wenquan, a resident of Bai'anba Street, Wanzhou District, Chongqing, suffered from back pain again. When he went to the community health service center for treatment, he forgot to bring the CT report from another hospital in Wanzhou. "It doesn't matter, as long as it is a hospital in the district, we can see the original medical information with your consent." The doctor entered Zhou Wenquan's ID number into the National Health Information Platform and immediately retrieved his CT report.
"Wanzhou has taken advantage of the opportunity of building 'Digital Chongqing' to improve the management information system of primary medical and health institutions covering the entire district. In addition to facilitating patients to make online appointments, it also has functions such as medical record review, mutual recognition of examination results, telemedicine, and medical and health collaboration. After obtaining the patient's consent, the attending doctor can enter the patient's mobile phone SMS verification code or electronic health card authorization to inquire about the patient's diagnosis and treatment in medical institutions at all levels in the district." According to Fan Jia, head of the Wanzhou District Health Commission, Wanzhou's primary medical and health institution management information system has built more than 3.35 million electronic health records of residents, realizing the intercommunication of medical imaging examination data information within the district and shared review across hospital districts, and the patient's medical treatment, follow-up and prescription information can also be "clear at a glance."
In early August, Mr. Tan, who lives in Shuanghekou Street, suddenly fell ill. The doctor at the community health service center treated him while contacting the Chongqing University Affiliated Three Gorges Hospital for a remote emergency consultation, which effectively controlled his condition and helped him pass the critical period. Mr. Tan's family said: "We live in the countryside, and we can invite experts from large hospitals for consultation at the community health service center. It not only saves money, but also saves us from traveling far, and the treatment is very timely."
"The 14 sub-district health service centers and 38 township health centers in the district have regional telemedicine systems, which unblock the 'meridians' of high-quality medical resources serving the grassroots through telemedicine imaging diagnosis, teleconsultation, telecardiography, etc." Fan Jia said that by the end of July, Wanzhou had conducted telemedicine treatment for about 26,000 people and telemedicine imaging diagnosis for more than 160,000 people. Regional telemedicine has enabled more grassroots people, especially rural residents, to "go to see a doctor less often" and has also allowed some patients to avoid risks during transportation.
In May 2021, the Internet Hospital of the Three Gorges Hospital Affiliated to Chongqing University was officially launched, and reception points were established in nearly 100 pharmacies and village clinics in Wanzhou District, as well as Yunyang, Wushan, Wuxi, Fengjie and other counties adjacent to Wanzhou. Patients can register, consult, pay, and receive "drugs at home" and other services without leaving their homes. A total of 1.28 million patients have been received so far.
Mr. Qu, 72, from Yong'an Town, Fengjie County, suffers from chronic diseases. He used to go to the Three Gorges Hospital, which is more than 100 kilometers away from his home. On August 10, Mr. Qu logged into the Internet Hospital of the Three Gorges Hospital with his mobile phone at home. In just a few minutes, he skillfully completed facial recognition, filled in information, registered, and paid. A doctor immediately saw him online. In less than 20 minutes, the routine online follow-up was completed. "In the past, a follow-up visit took two or three days to go back and forth, and the transportation and accommodation fees alone cost two or three hundred yuan, which made people exhausted every time." Mr. Qu said that the Internet Hospital made him feel what "technology changes life" means.
