The Financial Times reported on the 12th that multiple people familiar with the matter revealed that the US Department of Defense has decided to remove Hesai Technology from the "blacklist of Chinese military-related companies" because the Pentagon believes that the world's largest electric vehicle lidar manufacturer does not meet the legal standards for being blacklisted. The Financial Times said that this made the Pentagon a little "embarrassed."

In 2021, the U.S. Congress passed legislation requiring the Pentagon to compile the above list. U.S. media said at the time that the bill was aimed at strengthening scrutiny of Chinese companies operating in the United States, and that "some Chinese companies have helped the PLA modernize through military-civilian integration programs." Hesai Technology, headquartered in Shanghai and listed on Nasdaq, formally sued the Pentagon in May this year, saying there was no evidence of its connection with the PLA and that the move was "arbitrary and willful." The Financial Times said that Hesai Technology requested a federal court in Washington last month to make a quick ruling on the case. Although the Pentagon's blacklist did not have any regulatory impact, the reputational risk it caused hit Hesai Technology's stock price.

Sources said U.S. government lawyers are concerned that the reasons for blacklisting the company are not strong enough under the standards of the 2021 bill and will not withstand scrutiny.
