Original title: A number of key R&D plans of the country and Beijing have started application
The Municipal Natural Science Foundation General Project adds the sub-discipline of "Aerospace Science and Technology"
The Beijing Municipal Science and Technology Commission and the Zhongguancun Management Committee recently forwarded the 2024 application requirements for 10 national key R&D programs, and the Beijing Natural Science Foundation Office also launched the application for general projects and youth science fund projects in 2025. Beijing Youth Daily reporters noted that these key scientific research projects have all undergone reforms and innovations in project management. The national key R&D program will strictly control the progress and risks of project implementation to ensure high-quality output of results; the Beijing Natural Science Foundation general project has added a sub-discipline of "Aerospace Science and Technology", and has focused on Beijing's key support areas, setting up 49 priority funding directions.
The 10 national key R&D programs include: biomacromolecules and microbiome, developmental programming and metabolic regulation, synthetic biology, biological and information integration (BT and IT integration), gravitational wave detection, physical state regulation, catalytic science, nano frontiers, earth system and global change, mathematics and applied research. The responsible departments and contact information of each project have been announced. Please apply for the project in strict accordance with the requirements. The online application form will be accepted from August 1 to September 9.
A reporter from Beijing Youth Daily learned that the National Natural Science Foundation of China has proposed some reform measures for project management for the 10 national key R&D programs this year. For example, a young scientist project is set up for major innovative directions that are expected to produce new theories and new methods, encouraging young scientists to boldly explore more innovative and subversive new methods and new paths, and better serve the realization of the overall goals of key projects. The young scientist project does not have any subjects, and in principle, no budget assessment is organized. For example, in order to effectively improve the performance of scientific research investment and strengthen the "practicality" of major innovative achievements, a "unveiling the list and leading the team" project is set up. There is no registration time requirement for the unit that unveils the list, and there is no age, education and title requirement for the leader of the unveiling team. Advantageous teams with confidence and ability to organize key core technology breakthroughs are encouraged to actively apply; team selection can adopt methods such as mutual questioning and competition among the application teams, highlighting the role of end users throughout the project process, and implementing management methods such as "military order" and "milestone" assessment; clarify the funding amount for the list tasks, simplify budget preparation, and explore the implementation of a "negative list" for funding management. In addition, for relevant task directions with clear technical systems and clear quantitative assessment indicators, we will explore the implementation of technology readiness level (TRL) management. The application guidelines will clarify the technology readiness requirements, and include technology readiness indicators in subsequent project reviews, assessments and evaluations. We will scientifically set "milestone" assessment nodes, strengthen quantitative assessments, strictly control project implementation progress and risks, and ensure high-quality output of results.
The Beijing Natural Science Foundation Office has also recently launched the application for the 2025 general projects and youth science fund projects. The general projects mainly fund scientific and technological personnel to independently select topics within the scope of the 2025 Beijing Natural Science Foundation general project guidelines and conduct innovative scientific research. The funding intensity does not exceed 200,000 yuan per project, and the funding period does not exceed 3 years. This year's general project application guidelines have been revised to optimize the discipline settings and add the "Aerospace Science and Technology" sub-discipline; 115 guide directions are deployed around the frontiers of disciplines and key areas of Beijing, including two categories: major research areas and priority funding directions. Among them, 49 priority funding directions are set up focusing on Beijing's key support areas. The Youth Science Fund project is positioned to discover and cultivate innovative young scientific and technological talents, support young scientific and technological personnel to independently select topics and conduct research, and the project funding intensity does not exceed 200,000 yuan per project, and the funding period does not exceed 2 years.
