Strengthen policy guarantees. Formulate and issue the "Binzhou Industrial Enterprise Digital Empowerment Special Action Plan" and "Binzhou Implementation Opinions on Accelerating the High-Quality Development of the New Generation of Information Technology Industry", establish a directory of enterprises and project lists in the electronic information, lithium battery, semiconductor and other industries, implement dynamic management and classified guidance services, and clarify the digital transformation path by industry and region based on the city's industrial characteristics.
Adhere to the benchmark leadership. Build the "Binzhou Industry and Information Technology Assistance Enterprise Research Platform", conduct digital transformation research for industrial enterprises across the city, and conduct one-on-one "diagnosis and diagnosis". Promote the "smart transformation and digital transformation" of more than 650 enterprises for two consecutive years. A total of 3 top 500 industrial Internet companies in China have been cultivated; 2 provincial virtual reality public application experience centers; 58 provincial and municipal industrial Internet platforms and 6 industrial Internet parks. Continue to accelerate the coordinated construction of 5G networks and gigabit optical networks, promote the upgrading and transformation of internal and external networks of enterprises, organize and carry out special actions for "network upgrading", and promote the deep coverage of 5G networks. A total of 11,746 5G base stations have been opened, and the average download speed of broadband users in the city has exceeded 108.45Mbit/s (megabits per second). 94 typical cases of provincial 5G large-scale applications and 20 typical demonstration projects of municipal 5G integrated applications have been cultivated.
Deepen enterprise assistance services. Gather experts in the field of informatization and enterprise technical personnel to give lectures in enterprises, and organize 109 enterprise assistance service providers and 588 enterprise assistance service specialists in the city to carry out informatization assistance actions. Hold 10 "Digital and Real Integration National Tour" series of activities, carry out 15 series of training on digital transformation of industrial enterprises above designated size, organize enterprises to participate in 19 provincial digital specialist trainings, and continuously improve enterprises' level of cognition of digital transformation and application and practical ability.
