How powerful is the bow and arrow?
In recent years, incidents of people being injured by bows and arrows have occurred frequently.
In June 2022, in Xi'an, Shaanxi, a 64-year-old woman was shot with an arrow under her left eye while walking in the community; in April 2022, in Yiyang, Hunan, a five-year-old girl was shot in the middle of her eyebrows by another child with a bow and arrow; in October 2020, in Julu, Hebei, a man had an argument with someone and shot the other person with a bow and arrow purchased online...
As an important weapon in the history of human cold weapons, the bow and arrow has always possessed extremely high lethality. According to the "Wu Bei Zhi" of the Ming Dynasty, the ordinary bows used by soldiers at that time generally had a force of 40 kilograms, which is about 50 pounds in modern standards.
Bows used as sports equipment generally have a weight range from 24 pounds to 50 pounds. In domestic archery competitions, the upper limit of the weight is set at 60 pounds. Internationally, the mainstream mass-produced hunting bows used for hunting can reach a maximum of 85 pounds, which can bring down large prey such as bears.

The video previously released by @中国消防 showed that a stainless steel basin 5 meters away was easily penetrated by a bow and arrow and pierced into the wall.
Some archery enthusiasts have said that ordinary people tend to underestimate the power of bows, and even those who use bows frequently are surprised by the lethality of bows. One archery enthusiast once used a 24-pound ordinary recurve bow to practice at home, and shot through a radiator with one arrow; another enthusiast revealed that he used a 30-pound practice recurve bow + round-head practice arrow, and shot through a double-layer aluminum sheet house and a large steel cylinder fire extinguisher when he missed the target.
Are bows and arrows controlled equipment? Can individuals possess and use them?
A lawyer once said that non-mechanical bows and arrows (recurve bows, compound bows) are not within the scope of management of public security organs, but mechanical bows and arrows (such as crossbows) are a kind of equipment with strong lethality and are strictly controlled by the state. The "Notice of the Ministry of Public Security on Further Strengthening the Public Security Management of Crossbows" stipulates that crossbow manufacturers can only sell crossbows to approved users and are strictly prohibited from selling to individuals.

Crossbows and bows are different, and the corresponding regulations are also different.
According to Article 32 of the "Public Security Administration Punishment Law of the People's Republic of China", anyone who illegally carries guns, ammunition, crossbows, daggers and other controlled instruments prescribed by the state shall be detained for not more than five days and may be fined not more than 500 yuan; if the circumstances are minor, he shall be given a warning or a fine of not more than 200 yuan. Anyone who illegally carries guns, ammunition, crossbows, daggers and other controlled instruments prescribed by the state into public places or public transportation shall be detained for not less than five days but not more than ten days and may be fined not more than 500 yuan.
In 2021, the Ministry of Transport and the Ministry of Public Security announced the "List of Prohibited, Restricted and Checked Items on Road Passenger Vehicles", which mentioned that non-mechanical bows and arrows such as recurve bows and compound bows are items that passengers are prohibited from carrying on their person but can be placed (checked) in the luggage compartment.

According to the announcement, for items that are prohibited from being carried on board but can be placed (checked) in the luggage compartment in the "Catalogue of Prohibited, Restricted and Checked Items for Road Passenger Transport Vehicles", passengers should hand them over to relevant staff to place in the luggage compartment or properly dispose of them by themselves. Road passenger transport stations with conditions can also provide storage services, and matters such as the storage period and overdue disposal methods should be agreed upon with passengers. If passengers refuse to cooperate with security checks or carry or check prohibited items in violation of relevant regulations, relevant operators shall refuse to provide services; if it constitutes an act of violation of public security management, it shall be reported to the public security organs in a timely manner, and the public security organs shall handle it according to law; if it constitutes a crime, criminal liability shall be pursued according to law.
In 2022, the National Railway Administration and the Ministry of Public Security announced the "List of Items Prohibited, Restricted and Checked in by Railway Passengers", which mentioned that non-mechanical bows and arrows such as recurve bows and compound bows are items that are prohibited from being carried on but can be checked in.

The fact that individuals can possess and use bows and arrows does not mean that the law allows the abuse of bows and arrows. Lawyers said that archery is dangerous and should be conducted in open areas, which is the archer's duty of care.
According to the Criminal Law of the People's Republic of China, if a person endangers public security by other dangerous means but has not yet caused serious consequences, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years; if he causes serious injury, death, or major losses to public or private property, he shall be sentenced to fixed-term imprisonment of not less than ten years, life imprisonment, or death.

Compound bows, traditional bows, recurve bows, toy bows and arrows… previously, a media reporter entered the keyword “bow and arrow” on an online shopping platform, and immediately sales information for various types of bows and arrows popped up. Among them were toy bows and arrows for children as well as competition-level professional bows and arrows. The prices ranged from tens to hundreds or thousands of yuan. Many popular stores had monthly sales of up to six or seven thousand yuan.
Although bows and arrows are not controlled items and their sale will not be punished, merchants should fulfill their safety reminder obligations when selling such dangerous toys. Article 18 of the Consumer Protection Law stipulates that operators should ensure that the goods or services they provide meet the requirements for protecting personal and property safety. For goods and services that may endanger personal and property safety, consumers should be given a truthful explanation and clear warnings, and the correct methods of using goods or receiving services and methods to prevent harm should be explained and marked.
