Pan Linggao(1867-1954), courtesy name Xijiu and alias Gecheng Jushi, was born in Xibei Village, Anzhou Town (formerly known as Gecheng), Anxin County, Baoding City, Hebei Province. He was born on February 6, 1867 (the ninth day of the first lunar month in the sixth year of the Tongzhi reign of the Qing Dynasty) in a scholarly family. He was a patriot and a famous calligrapher in the late Qing Dynasty and the Republic of China.

Pan Linggao was highly accomplished in calligraphy, and was good at regular script and running script, especially small characters. His calligraphy was well-balanced, his brushwork was smooth and fluent, and his style was elegant and beautiful, which was highly praised by calligraphers. He could be described as "gentle but full of strength, simple but profound". He became a famous calligrapher in the north during the Republic of China. At that time, he was as famous as Tan Yankai, and there was a saying "Tan in the South and Pan in the North".
