The "enclave" development model is an important way for Jingning to achieve the goal of industrializing the county. As early as 2005, Zhejiang planned the "off-site development" development strategy for Jingning. Subsequently, party committees and governments at all levels actively implemented it, demarcated 4 square kilometers within the planning scope of Lishui Economic Development Zone, and established Lishui Economic Development Zone Jingning National Industrial Park (hereinafter referred to as "Lijing Park"), which is independently developed and managed by Jingning, as an "enclave" to support Jingning to accelerate economic development. Nowadays, the "assistant general manager" system has not only blossomed and borne fruit in the "enclave", but has also taken root in the entire Jingning County. The reporter came to the National Entrepreneurship Park of the Jingning Economic Development Zone in Jingning County and stepped into the simple and tidy office building.
