Since 2021, the Nanming Branch of the Guiyang Municipal Ecological Environment Bureau (hereinafter referred to as the "Nanming Branch") has continued to deepen the "delegation, regulation and service" reform of environmental impact assessment, insisted on ecological priority and green development as its goals, and taken multiple measures to continuously optimize environmental impact assessment approval services.
Strengthen service concepts and intervene in services in advance
In accordance with the principle of "early intervention and follow-up service", we will strengthen communication and coordination with the District Bureau of Industry and Information Technology, the District Development and Reform Bureau, the District Park Construction Service Center and other departments, share information in the early stages of project investment promotion and project approval, and determine whether the project complies with environmental protection access policies. Since 2021, we have provided preliminary environmental impact assessment consulting services to 23 companies settled in the Nanming Intelligent Manufacturing Industrial Park, and assisted the municipal level in approving 9 environmental impact assessment report projects, with a total investment of 1.657 billion yuan.
Strengthen bottom-line thinking and implement on-site investigation
Before the project review, the Nanming Branch organized the construction unit and the environmental assessment preparation unit to conduct in-depth on-site inspections of the project to fully verify the project location, surrounding environment, environmental protection goals, etc. Since 2024, the site has popularized environmental protection-related laws and regulations to enterprises more than 50 times, clarified the subsequent supervision requirements, and reminded enterprises to carry out project construction activities in strict accordance with environmental protection-related laws and regulations.
Strengthen institutional supervision and improve the quality of environmental impact assessment
Through random checks, undercover inspections and other means, we urge a number of environmental impact assessment technical units within our jurisdiction to strictly follow the requirements of the "Regulations on Supervision and Management of the Preparation of Environmental Impact Reports (Forms) for Construction Projects", implement all requirements for the quality of environmental impact assessment preparation, effectively improve the level of environmental impact assessment document preparation, give play to the rigid constraint role of the environmental impact assessment system, and provide strong support for the introduction of projects.
