Recently, it was reported online that a "28-year-old deputy division-level cadre" named Wang Jiawei had appeared in public reports many times as "Assistant to the President and Deputy Director of the Office of the China Institute of Strategic Emerging Industries (Deputy Division-level)", sparking heated discussions.
Wang Jiawei's appointment announcement
On August 12, the Propaganda Department of the Arong Banner Committee of Inner Mongolia and staff from the China Strategic Emerging Industries magazine confirmed to the Modern Express reporter that Wang Jiawei, who was widely circulated on the Internet as a "deputy division-level cadre at the age of 28", was neither a staff member of the Arong Banner Committee or Banner Government, nor an employee of the China Strategic Emerging Industries magazine and the China Strategic Emerging Industries Research Institute (hereinafter referred to as "Strategic Emerging Industries Institute").
However, the two sides gave completely different statements regarding Wang Jiawei's specific identity and position.
Local Publicity Department:
Wang Jiawei is the contact person for the research letter of the "War Institute"
"We did not write the news release for that investigation, so we don't know why Wang Jiawei appeared in the news report." On August 12, a staff member of the Propaganda Department of the Arong Banner Committee told the Modern Express reporter that the "28-year-old deputy division-level cadre" Wang Jiawei rumored on the Internet is not a staff member of the Arong Banner Committee and Banner Government, and claimed that they heard that Wang Jiawei was a staff member of the "China Strategic Emerging Industries" magazine.
"According to our colleagues, there were many people involved in the investigation, including people from our local government and experts from the Institute of Strategic Studies. As for the identity of this person named Wang Jiawei, we don't know." The staff member also said that Wang Jiawei was the "contact person" signed on the letter sent by the Institute of Strategic Studies, but the letter did not specify Wang Jiawei's specific position and level. "I heard that he was the driver of the leader of the Institute of Strategic Studies, but we haven't confirmed the specific situation."
Magazine:
Wang Jiawei may be a local business person
In response to this statement, Mr. Wang, a staff member of China Strategic Emerging Industries magazine, gave a completely different explanation.

"There has never been a person named 'Wang Jiawei' in our unit, and we have never hired him." Regarding the so-called "Wang Jiawei once sent a letter to the Arong Banner Committee and Government as a contact person of Zhanxin Hospital", Mr. Wang said that according to his understanding, Wang Jiawei may be an employee of a local seabuckthorn enterprise in Arong Banner, and invited Zhanxin Hospital to conduct local inspections and research on related characteristic industries as an excuse to introduce Zhanxin Hospital to Arong Banner for research. "He (Wang Jiawei) was in the middle, inviting us to go there, and then connecting with the local government to develop this local seabuckthorn industry." However, Mr. Wang also said that the research visited many companies at that time, involving many local characteristic industries such as seabuckthorn, and he was not clear about the specific number of participants and the situation. At the last discussion, there were only staff from the Arong Banner Committee and Government and Zhanxin Hospital, and no company personnel participated.
So, which department and staff member of the Institute of Strategic Studies did Wang Jiawei contact, and what was his specific identity and position at the time of the contact? Mr. Wang did not disclose more information on the grounds that he did not know the specific situation.
War New Hospital:
No connection with Wang Jiawei
In response to the statement made by Mr. Wang, a staff member of the magazine, another staff member of the Institute of Strategic Studies gave a different version of the story.
A Modern Express reporter obtained the contact information of the Strategic Emerging Industries Institute from the official channels provided by the magazine's official website, "China Strategic Emerging Industries Network". The staff member who answered the phone said that they had never received the so-called "invitation" or "recommendation" from Wang Jiawei: "This person has no connection with our unit, and his behavior is just fraud." The staff member then hung up the phone.
Non-incidental events:
The magazine and its affiliated institutions have been "impersonated" many times
A Modern Express reporter searched for relevant information and found that the "China Strategic Emerging Industries" magazine and its affiliated institutions have been "impersonated" more than once.
Statement on the "impersonation" incident
On September 19, 2023, the magazine issued a statement on its official website, saying that the China Strategic Emerging Industries magazine had received reports from the public that a person named "Zhao Fan" was seeking illegal benefits in the name of the executive vice president of the China Emerging Industries Financial Innovation Research Institute (abbreviated as "Financial Innovation Institute"). This move not only seriously damaged the reputation of the magazine and Jinchuang Institute, but also involved suspected economic and criminal offenses. On October 15, 2018, the magazine also issued a statement on its official website stating that the magazine and its subordinate unit, the China Strategic Emerging Industries Alliance, had received reports from various parties in society, stating that a person named "Zhu Jianjun" was using the name of the Executive Deputy Secretary-General of the China Strategic Emerging Industries Alliance of the National Development and Reform Commission to defraud people across the country and seek illegal profits. "This move not only seriously damaged the reputation of our company and its alliance, but was also intentional fraud and suspected of criminal offenses." On June 21, 2022, the magazine issued a statement on its official website in the name of the "Editorial Department of China Strategic Emerging Industries Magazine", stating that the editorial department had recently received feedback that some personnel had contacted article authors and readers under the guise of editors or staff of the "Editorial Department of China Strategic Emerging Industries Magazine" to ask for additional fees, causing adverse effects.
However, a Modern Express reporter found that on October 21, 2019, the Lishui University Alumni Association still posted news about "Zhu Jianjun" giving a lecture on its website. One of his identities is the Executive Vice Secretary-General of the China Strategic Emerging Industries Alliance of the National Development and Reform Commission.
Statement about "Zhu Jianjun" and the news released by the Lishui University Alumni Association
Regarding the repeated cases of people "impersonating" the magazine and its affiliated research institutes, Mr. Wang said that the Institute of Strategic Research, Institute of Financial Innovation and China Industrial Emerging Industry Alliance are all "research platforms" under the magazine, not physical institutions. Some positions are held by the magazine staff, and there are also some external experts. "Some companies were invited to participate in the establishment of the industrial alliance, and there are other branches under the alliance. These branches may not be strict and prudent in the process of checking."
