On August 9, the first Shanshui East Road Science and Technology Innovation Valley Innovation Cooperation Forum was held in Binhu District, Wuxi City. On Shanshui East Road, a phenomenal "institute economy" has been developed. In recent years, various research institutes and enterprises in Shanshui East Road have carried out more than 1,000 industry-university-research cooperation projects, with a cumulative transaction volume of nearly 100 million yuan.

The combination of "talent + wealth" creates a source of innovation

"Talent" and "wealth" are both indispensable guarantees for building a highland of scientific and technological innovation. As a shining pearl in Binhu's innovation landscape, Shanshui East Road Science and Technology Innovation Valley not only leads the development trend of the region with its high concentration of innovation and dense talent, but also becomes a source of vitality for the endless flow of talent.

According to statistics, the Science and Technology Innovation Valley currently has more than 7,500 high-level talents, accounting for about 60% of the total number of talents in the district, including 7 academicians, 25 national talents, and 105 provincial talents. Based on "meeting the actual needs of talents", the first batch of scientific research institutes and talents officially moved into the International Talent Community of the Science and Technology Innovation Valley on Shanshui East Road. The carefully built international talent community has the advantages of convenient transportation, superior environment, and high quality, which will fully help talents to work and live comfortably in Binhu.

In order to better support the efficient integration of the industrial chain and the talent chain and gather high-level talents to take root in Binhu, the "Binhu Talent Port" plan was released at the forum. According to reports, the Talent Port will take "meeting the actual needs of talents" as its foundation and "injecting elements that talents like" as its guide, select a site in the Science and Technology Innovation Valley, and create a "super complex" and "Binhu Living Room" with the most beautiful environment, highest efficiency, best service, and best experience, and continuously optimize the comprehensive talent service environment by integrating government affairs, talent exchanges, and resource docking.

A number of industry-university-research cooperation projects and scientific and technological entrepreneurship projects were signed on the spot, and three achievement transformation funds, namely Xi Chuang Juli Equity Investment Fund, Dingqi Zhongsu Achievement Transformation Fund, and Guolian Xinchuang Intellectual Property Fund, were established. Focusing on national strategic emerging industries such as biomedicine, high-end equipment, low-carbon environmental protection, new materials, and artificial intelligence, the precise allocation and in-depth participation of special funds will promote industrial upgrading and innovative development in multiple dimensions such as technology research and development, achievement transformation, and industrial development.

Open up the last mile from laboratory to market

How to build this area with the highest concentration of science and technology innovation and the most concentrated talents in Wuxi into an innovation source? At this forum, the overall plan of Shanshui East Road Science and Technology Innovation Valley was released.

It is reported that the new spatial form of the "Science and Technology Innovation Valley" further strengthens the function of Shanshui East Road as a source of scientific and technological innovation. It will be constructed according to the overall planning layout of "one road, two parks and multiple nodes". Among them, the "one road" will open up a "high-speed channel" connecting the three provinces and one city around the Taihu Science and Technology Innovation Circle; the "two parks" are Nanquan Science and Technology Park and University Science and Technology Park; the "multiple nodes" are Wuxi Taihu Botanical Garden, Taihu Natural Resources Museum, Wutangmen Cultural and Creative Park, Yaogeli Ancient Village and a series of testing bases, R&D bases, innovation centers, commercial service supporting projects, etc. distributed along the line.

It is worth mentioning that the industrialization of scientific research results is a key leap for scientific and technological innovation to move from the laboratory to the market. In order to fully integrate social resources, promote the transformation of results, and open up the last mile from the laboratory to the market, the Binhu District Science and Technology Bureau and the Shanghai Technology Exchange held a strategic signing ceremony at the forum.

In the future, Binhu District will rely on the technology trading network and technology factor resources of the Shanghai Technology Exchange to customize a one-stop "inventory-assessment-transaction" results management service based on regional characteristics, allowing scientific research results to move out of the laboratory and onto the production line, thus blazing a new path for deepening the reform of the science and technology system in practice.

Wang Shu, head of the Ningde Nuclear Power Artificial Intelligence Laboratory, told Nandu reporters that from the enterprise side, the relationship between industry, academia and research still has practical pain points. "We need a mechanism to achieve two-way communication between industry demand and scientific research results. Many technologies perform very well in the laboratory, but due to the lack of pilot tests, they are still a long way from commercialization. Therefore, we will sign a cooperation agreement to clarify the dominant position of the enterprise and ensure that what comes out of the laboratory can be used in industrial scenarios. In addition, we also hope that in the cooperation with the Shanghai Technology Exchange, everyone can contribute money and strength to get things done together."
