Suspected of serious violations of discipline and law

On August 12, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission released a message that according to the China Datang Discipline Inspection and Supervision Group and the Heilongjiang Provincial Commission for Discipline Inspection and Supervision, Zhang Chunlei, former secretary of the Party Committee and general manager of China Datang Heilongjiang Power Generation Co., Ltd., is suspected of serious violations of discipline and laws, and is currently undergoing disciplinary review and supervisory investigation by the China Datang Discipline Inspection and Supervision Group and the Qiqihar Municipal Supervisory Commission of Heilongjiang Province.


Zhang Chunlei once served as general manager of Datang New Energy, a Hong Kong-listed company. According to the company's previously disclosed resume information, Zhang Chunlei has a master's degree in business administration from the Cheung Kong Graduate School of Business, is a senior engineer, and has worked in the power system for a long time.

From October 1991 to January 1999, he served successively as the shift supervisor of the operation sub-station of Liaoning Power Plant, deputy director of the second operation sub-plant, director of the first operation sub-plant, and director of the production department. From January 1999 to March 2004, he served as deputy general manager, chief engineer, and secretary of the Discipline Inspection Commission of Liaoning Nenggang Power Generation Co., Ltd. From March 2004 to June 2005, he served as deputy director of Zhangjiakou Power Plant.

From June 2005 to June 2007, he served successively as General Manager and Party Secretary of Tianjin Datang International Panshan Power Generation Co., Ltd. From June 2007 to April 2008, he served as Deputy Director of the Planning and Investment and Financing Department of China Datang Corporation. From April 2008 to July 2013, he served successively as Deputy Secretary of the Party Committee, Deputy General Manager (in charge of work), Secretary of the Party Committee, and General Manager of Datang Heilongjiang Power Generation Co., Ltd. From July 2013 to January 2015, he served as Director of the Safety Production Department of China Datang Corporation.

Since January 2015, Zhang Chunlei served as the general manager and executive director of Datang New Energy until April 2017, when he stepped down due to work adjustments.

Three people were investigated one after another

It is worth noting that according to the news released on the website of the Central Commission for Discipline Inspection and the National Supervisory Commission for three consecutive days, three people in the China Datang Group system have been investigated one after another.


In addition to Zhang Chunlei, on August 11, the Discipline Inspection and Supervision Group of China Datang and the Sichuan Provincial Commission for Discipline Inspection and Supervision announced that Dai Bo, former assistant to the general manager of China Datang, was under investigation for suspected serious violations of discipline and law; on August 10, the Discipline Inspection and Supervision Group of China Datang and the Shaanxi Provincial Commission for Discipline Inspection and Supervision announced that Xu Guimin, former member of the Party Committee and chief accountant of China Datang Shaanxi Power Generation Co., Ltd., was under investigation for suspected serious violations of discipline and law.

In addition, in May this year, Sang Haiyang, member of the Party Committee and deputy general manager of China Datang (Inner Mongolia) Energy Development Co., Ltd. was investigated. In December last year, Wang Wenpeng, a full-time director of a company affiliated to China Datang Corporation, was investigated.

According to the official website, China Datang was established in December 2002. It is a state-owned super-large energy enterprise directly managed by the central government. It has 5 listed companies and a registered capital of 37 billion yuan. Its main businesses cover electricity, coal and coal chemical industry, finance, environmental protection, trade and logistics, and emerging industries. In 2023, China Datang achieved operating income of 256.44 billion yuan.

According to the unified deployment of the Central Committee, the 11th Central Inspection Team conducted a routine inspection of the Party Leadership Group of China Datang from April 6 to June 25, 2023. On September 20, 2023, the Central Inspection Team gave feedback on the inspection opinions to the Party Leadership Group of the Group.

In early July this year, the "Notice of the Party Committee of China Datang Corporation on the Progress of the First Round of Inspection and Rectification of the 20th Central Committee" showed that the Party Committee of the Group Company strengthened the Party's work style and clean government construction. It held a meeting on the work style and clean government construction and anti-corruption work and a warning education conference. It carried out special rectification of problems such as "living off the company".

On July 25, China Datang held a meeting to study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and the mid-year work meeting in 2024. The meeting pointed out that it is necessary to further strengthen the construction of grassroots party organizations, focus on improving the system of comprehensive and strict party governance, continue to strengthen the construction of leadership teams and cadres, strengthen ideological and political work, promote the rectification of work style, discipline and anti-corruption work with a strict tone, and deepen the comprehensive and strict party governance.
