After issuing an arrest warrant, the member countries of the ICC system need to send police to enforce the decree on their own. When Duterte was in power, the Philippines had already withdrawn from the organization. However, as the internal struggle in the political arena intensified, Marcos might use the ICC as a trump card to deal with Duterte, using the opportunity of the arrest warrant to deal a heavy blow to the Duterte family, or at least to put pressure on Duterte and others.
