Xinhua News Agency, Beijing, August 11 (Reporter Chen Xu) People who have registered for training institutions are worried about being "closed down" and it is difficult to get a refund for the training fees they have paid... In order to solve the problem of "difficulty in refunding prepaid training fees", Beijing recently announced the first batch of professional and technical professional qualification examination institutions that have implemented the supervision regulations on prepaid training funds, covering 16 training institutions. Consumers' prepaid fees for some training projects in these training institutions have been included in the fund custody. If the training service is not completed and the consumer does not agree, the training institution shall not withdraw the prepaid funds from the bank's special account, thereby ensuring the safety of consumers' funds from the source.
It is reported that the training institutions announced this time include China Statistics Press Co., Ltd., Beijing Hixue.com Education Technology Co., Ltd., Beijing Global Xingxue Technology Development Co., Ltd., etc. The training projects include 14 categories such as licensed pharmacists, construction engineers, registered safety engineers, etc., and the total escrow funds are about 8 million yuan. The content of the announcement includes the name of the training institution, the unified credit code, the training projects included in the fund escrow, the escrow bank for the pre-collected funds, and the time when the escrow begins.
In 2022, the Beijing Municipal Bureau of Human Resources and Social Security jointly issued with financial regulatory authorities the "Beijing Professional and Technical Vocational Qualification Examination Training Institutions Single-Purpose Prepaid Card Precollected Funds Supervision Rules (Trial)" to conduct special account supervision of prepaid funds collected by training institutions.
Consumers can log on to the official website of Beijing Municipal Human Resources and Social Security Bureau to check the list of 16 professional and technical training institutions. The list of institutions and training projects will also be dynamically updated according to actual conditions. At the same time, relevant departments of Beijing will adopt off-site inspections to focus on strengthening supervision of training institutions' training projects included in the single-purpose prepaid card management record, pre-collected funds bank deposits and other contents, and implement various management regulations.
