In order to break through the bottlenecks that restrict the transformation of results, Shanghai issued a document to support the transformation of scientific and technological achievements.
Recently, the "Shanghai Action Plan for Promoting the Transfer and Transformation of Scientific and Technological Achievements (2024-2027) (Draft for Comments)" (hereinafter referred to as the "Draft for Comments") was announced, proposing that by 2027, the city's technology contract turnover will exceed 800 billion yuan, the cumulative contract value of scientific research institutions for the transformation of scientific and technological achievements will reach 100 billion yuan, and more than 2,000 enterprises will be incubated for the transformation of scientific and technological achievements. Cultivate more than 100 concept verification centers, large enterprise open innovation centers, and technology transfer institutions with professional services, outstanding operating models, and obvious demonstration effects, and attract and cultivate more than 3,000 professional and compound technology managers.
Key tasks include implementing reform breakthrough actions for transformation of achievements, implementing actions to accelerate enterprise innovation, implementing actions to empower technology transfer partners, implementing actions to cultivate specialized technology managers, implementing actions to connect technology factor markets, and implementing actions to collaboratively build a transformation ecosystem.
The Decision of the CPC Central Committee on Further Comprehensively Deepening Reforms and Promoting Chinese-style Modernization proposes to "deepen the reform of the mechanism for transforming scientific and technological achievements". Minister of Education Huai Jinpeng said at a press conference recently that the efficiency of scientific and technological achievement transformation in universities will be improved, regional technology transfer and transformation centers will be built in universities, and the layout and construction of advanced research institutes will be accelerated.
Although universities and research institutes are important sources of scientific and technological achievements, the results of laboratories cannot be used directly and must be successfully transformed through continuous trial and error and iteration. Especially when researchers embark on the road of entrepreneurship and transform their scientific research results into productivity, they will encounter problems such as results and intellectual property rights, funding issues, enterprise construction and management issues, etc.
