The Third Plenary Session of the 20th CPC Central Committee proposed that opening up is a distinctive feature of China's modernization. We should steadily expand institutional opening up, deepen foreign trade system reform, deepen foreign investment and outbound investment management system reform, optimize regional opening layout, and improve the mechanism for promoting high-quality joint construction of the "Belt and Road".

The China-Singapore (Chongqing) Strategic Connectivity Demonstration Project was officially launched on November 7, 2015. It is the third intergovernmental cooperation project between China and Singapore after the China-Singapore Suzhou Industrial Park and Tianjin Eco-City. It mainly covers four key cooperation areas: financial services, aviation industry, transportation and logistics, and information and communications, and is expanding into other areas.

Through these collaborations, Chongqing will be able to accelerate the construction of an inland open highland and deepen cooperation between western China and ASEAN.
