In recent years, the Xintai Branch of Tai'an Municipal Ecological Environment Bureau has regarded optimizing the business environment as a key link in promoting high-quality economic development, implemented the reform of the environmental impact assessment approval system, insisted on providing precise services to enterprises, strengthened on-site and post-event supervision, and promoted the continuous improvement of the business environment.
Optimize approval, improve quality and efficiency and "accelerate". Comprehensively deepen the reform of the environmental impact assessment approval system, continuously enhance the sense of gain of enterprises in environmental impact assessment approval, and promote the optimization and acceleration of environmental impact assessment approval. First, "online" and "offline" dual guidance. In order to ensure the quality of the issuance of pollutant discharge permits, the business department conducts "online" review and guidance on the problems existing in the process of filling out pollutant discharge permits, and combines "offline" training on-site Q&A and other means to help the high-quality issuance of pollutant discharge permits. Since the beginning of this year, 150 pollutant discharge permits have been handled, of which 149 have been handled on the national pollutant discharge permit issuance system (13 first applications, 73 changes, 53 reapplications, and 10 changes in approval departments), and 1 offline pollutant discharge permit reapplication. Second, strengthen the quality review of pollutant discharge permits. In accordance with the latest requirements for pollutant discharge permits, the new "noise" module will be added to the pollutant discharge permit in a timely manner, and enterprises will be guided to add industrial noise emission information through reapplication, and improve the relevant information requirements such as industrial noise generation links, implementation standards, and self-monitoring. Currently, industrial noise emission information has been added to 98 pollution discharge permit enterprises and 67 pollution discharge registered enterprises.
Help from the front, intervene in advance and "get ahead". Take the proactive management service method of early intervention and prior notification to strengthen the main responsibility of enterprises. The first is to actively enter the enterprise to help. Set up a service team, take the initiative to go deep into the front line, provide immersive and personalized door-to-door services for enterprises, and provide on-site guidance and answer questions for enterprises. Jointly with the Yangliu Town Government, we organized a symposium for crane industry enterprises, increased publicity on the replacement of low-volatile raw and auxiliary materials, and provided factory assistance and supervision for 18 crane companies with large amounts of paint. The second is to cultivate "upgrading regulations and inclusion in statistics". Actively explore the cultivation objects, arrange special personnel to focus on enterprises, coordinate with the statistics and development and reform departments, and work with the townships and streets where the enterprises are located to help enterprises solve difficulties, guide enterprises to fill in correctly, and improve the quality of recognition. Two companies, Best Environmental Engineering (Shandong) Co., Ltd. and Tai'an Lebang Environmental Protection Technology Co., Ltd., have passed the review and have been successfully upgraded to the national system. From January to April 2024, the company's total revenue was 5.9 million yuan and 5.8 million yuan, respectively, with year-on-year revenue growth of 31.1% and 93.3%, successfully completing the tasks assigned by the municipal government. In 2024, Xintai City trained one company to be upgraded to the national system, and it started production in late May.
Strengthen supervision and help law enforcement to "run continuously". Build a full closed-loop management model of "source control, process management, and post-event supervision" for the quality of pollutant discharge permits, and provide precise assistance to problems encountered in the operation of enterprises. First, promote credit-graded supervision. Make good use of the "environmental credit + double random" mechanism, carry out graded and classified supervision, and reduce the number of on-site law enforcement of law-abiding enterprises. According to the "Shandong Enterprise Environmental Credit Evaluation Measures", based on the information of corporate environmental violations, the corporate environmental credit is divided into four levels, from good to bad, with four colors of green, blue, yellow and black, and the data is updated in a timely manner to assist enterprises in completing credit repair. At present, a total of 3,077 enterprises have been entered into the Shandong Provincial Enterprise Environmental Credit Evaluation Management System in Xintai City, including 3,044 green-labeled enterprises and no black-labeled enterprises. Second, improve the positive list of law enforcement. Strengthen the management of the positive list of ecological environment supervision and law enforcement, include qualified law-abiding model enterprises in the positive list of supervision and law enforcement, and provide them with targeted policy services and tailor-made enterprise "service packages" according to their needs to reduce disturbances to enterprises. At present, a total of 109 enterprises have been included in the positive list management. Third, reasonable implementation of non-penalty. Following the principle of inclusiveness and prudence, we provide enterprises with more tolerance and room for development, and do not impose administrative penalties on eligible minor environmental violations in accordance with the law. A total of 17 cases of non-penalty have been handled this year.
