On the afternoon of August 9, as one of the series of activities of the 2024 Taihu Talent Development Conference, the third Taihu Bay Academician Innovation Conference and the launching ceremony of the "465" Industry Expert Tour were held in the Academician Town of Huishan District, Wuxi City. At the scene, 15 Chinese and foreign academicians including Ding Rongjun, Zuo Chendong, Sun An, Li Changming, Li Songjun, Li Hejun, Wu Zhiqiang, Zhang Youming, Lu Yalin, Arutunov Vladimir, Chen Wanlin, Shi Fudong, Gu Peihua, Xu Kuangyi, and Gong Xiaoyan gathered in Huishan. Ding Han, an academician of the Chinese Academy of Sciences and the "mayor" of the Academician Town, delivered a video speech.

Since its official opening in October 2021, Wuxi City and Huishan District have used the Academician Town as a carrier to serve academician talents with heart and soul, and the "Academician Economy" has achieved significant results. Driven by the "chain talent gathering" model of "introducing an academician, bringing a team, and gathering a group of leading, scarce, and front-line basic talents", the advantages in science and technology, innovation, and talent have been accelerated into a continuous source of real productivity. Ding Han, an academician of the Chinese Academy of Sciences and the "mayor" of Wuxi Academician Town, expressed his ardent expectations for this event through a video, and praised Wuxi for "loving talents very much, and looking forward to your coming".

Ding Rongjun, an academician of the Chinese Academy of Engineering, is the chief scientist of CRRC Corporation Limited. He has been deeply involved in the CRRC New Energy Vehicle, CRRC Horfer Powertrain, CRRC Times Intelligent Equipment Research Institute and other projects settled in Huishan District. Based on his personal experience, he praised the "talent-friendly" environment of his hometown Wuxi, which has a strong atmosphere, excellent services and a strong platform.

At the scene, Gao Yaguang, deputy director of the Standing Committee of the Wuxi Municipal People's Congress, presented the "Wuxi Academician Town Honorary Citizen Card" to 6 academicians. Xu Feng, deputy director of the Organization Department of the Wuxi Municipal Party Committee, presented awards to the innovative and entrepreneurial talents (academician team members and introduced talents) of the Jiangsu Province's "Double Innovation Plan" and Wuxi City's "Taihu Talent Plan" in 2023. Li Hejun, an academician of the Chinese Academy of Engineering, presented awards to the innovative talents (academician recommended talents) of the 2023 "Hui Pengfei" Talent Plan. Yu Jie, deputy district mayor of Huishan District People's Government, presented awards to the innovative and entrepreneurial talents (academician teams and introduced talents) of the 2023 "Hui Pengfei" Talent Plan.

As the number of "citizens" in the Academician Town exceeded 100 for the first time, the Academician Town started to expand and improve its capacity. With Wu Zhiqiang, an academician of the Chinese Academy of Engineering, as the chief planner, the second phase of the Academician Town will focus on the six functions of "creation, exhibition, business, learning, travel, and research" to further expand the development space and enrich the functional connotation, and continue to build an academician's rural residence, a source of smart manufacturing, and a model of scientific and technological innovation. At the meeting, Academician Wu Zhiqiang gave a keynote speech on the theme of "Smart Design of Academician Town", and jointly released the second phase plan of Wuxi Academician Town with Xu Tongliang, Secretary of the Party Working Committee and Director of the Management Office of Yangshan Ecological Leisure and Tourism Resort, and Secretary of the Yangshan Town Party Committee.

On the day of the event, the Huishan Integrated Innovation Service Center of Jiangsu Productivity Promotion Center was unveiled. In the future, it will focus on services to improve the digital management capabilities of talents, development of a talent project application management system, industrial innovation planning, transfer and transformation of key core technologies, scientific and technological talents, benchmarking of corporate innovation capabilities, scientific and technological talents, construction of talent innovation platform carriers, scientific and technological intellectual property services, talent finance, and innovation and entrepreneurship training.

At the scene, the signing ceremony of the Taizhen neurological disease diagnostic reagent and drug development project of Academician Shi Fudong, the conductive silver paste semiconductor material project of Academician Zuo Chendong, and the Paibo millimeter wave medical equipment project of Academician Kazlov Vladimir was held. The three academicians settled in Huishan with technology, funds and teams. Academician Arutunov Vladimir of the Russian Academy of Sciences signed a contract to join Chiron High-Tech Co., Ltd.

It is worth mentioning that on the same day, the "465" Industry Expert Tour was officially launched. The participating academicians will give full play to their advantages and go to the front line of "465" industry enterprises to conduct enterprise inspections, project docking, technical research, etc., to promote the in-depth connection between the academicians' innovative achievements and Wuxi's "465" industry enterprises, and "take the pulse" and gather wisdom and strength for the construction of the "465" modern industrial clusters.

A relevant person in charge of the Organization Department of Huishan District Committee introduced that in recent years, under the correct leadership of the Municipal Party Committee, Huishan District has vigorously implemented the strategy of strengthening the district with talents, fully leveraging the basic advantages of an important pole of industrial economy, relying on the "one town, one institute, one industry" industry-university-research innovation model, seizing the key subject of academicians, cultivating the "academician economy" according to local conditions, upgrading and building the "Academician Economic Corridor", promoting economic structural adjustment, accelerating the transformation of old and new kinetic energy, and opening up a broad future for new quality productivity.

After more than ten years of intensive cultivation, Huishan has worked with 56 Chinese and foreign academicians to build 10 industrial talent clusters led by academicians, gathering more than 200 experts in talent plans at or above the provincial level, and more than 50 high-tech projects and teams. Behind the dazzling achievements of the "academician economy", Huishan District explores the linkage development model of "research institute + industrial base". The new R&D institutions led by the academician team have signed more than 1,100 five-technology contracts with enterprises, with a transaction volume of more than 700 million yuan. In 2023, Huishan won the "China Industry-University-Research Cooperation Innovation Demonstration Zone", and the operating income of enterprises above the designated size in the "Three New and Four Strong" industrial clusters was 66.58 billion yuan, and the output value of high-tech industries accounted for 46.3% of the industrial output value above the designated size.

It is reported that Huishan District will further upgrade its talent policy, widely spread "invitations to heroes", set up a "talent recruitment hall", and "build bridges" between scientific and technological achievements and market applications through closer paired contacts and more sophisticated special services, promote the in-depth development of the "academician economy", and help Huishan achieve a gorgeous transformation from "Kun" to "Peng".
