On August 7, the reporter learned from the Yellow River Conservancy Commission Water Resources Bureau that the 2023-2024 Yellow River water scheduling was successfully completed. The natural runoff at Huayuankou this year was 52.8 billion cubic meters, 6% less than the normal water inflow year of the "87" water diversion plan; the water consumption of the mainstream of the Yellow River was 23.277 billion cubic meters, ranking fifth since the unified scheduling of the Yellow River in 1999, exceeding the long-term average of about 2 billion cubic meters.

Under the situation of low annual water inflow in the Yellow River, we strengthened rigid constraints on water resources, implemented the "Yellow River Protection Law of the People's Republic of China", coordinated work on drought relief and irrigation, ecological flow control, etc., made careful deployment and overall planning, strengthened water resource dispatching and management of the main stream and important tributaries, completed the Yellow River water dispatching task with high quality, and achieved remarkable social, economic and ecological benefits.

Last autumn and this spring, droughts of varying degrees occurred in the Yellow River Basin, and there was a great demand for water for drought relief. Based on the requirements of "four precisions", the Yellow River Conservancy Commission worked closely with drought-affected provinces (regions) to ensure the safety of drinking water for urban and rural residents, the safety of water for large-scale breeding and large livestock, and the seasonal irrigation water for crops in irrigation areas, so as to minimize the impact and losses of drought. This year, a total of 2.703 billion cubic meters of water was used for drought relief in the mainstream of the Yellow River in the relevant provinces (regions) in the basin. Among them, the water diversion flow of the mainstream of the Yellow River reached about 3,000 cubic meters per second at 8:00 on June 27, 2024, a record high.

At the same time, the Yellow River Conservancy Commission strengthened water management and ecological flow supervision and management of all river tributaries, continued ecological water replenishment, and promoted the construction of happy rivers and lakes. Starting from 2024, the Yellow River Conservancy Commission will conduct water statistics management for all tributaries in the basin. The ecological flow guarantee targets of key tributaries of the Yellow River are included in the unified water volume dispatching management, and the ecological flow early warning response capabilities are improved, so that the guarantee rates of ecological flow or minimum flow control indicators of 12 key tributaries and 22 main control sections are all up to standard.
