Chayouzhong Banner, Ulanqab City, Inner Mongolia is one of the counties that the State Financial Regulatory Administration has designated for targeted assistance. In order to consolidate and expand the achievements of poverty alleviation, support rural revitalization, and further leverage the financial system's assistance advantages, the Beijing Cigna Public Welfare Foundation (referred to as the "Trust Foundation") serves as the trustee, China Foreign Economic and Trade Trust Co., Ltd. (referred to as "Foreign Trade Trust") serves as the trustee, and the people of Chahar Right Wing Middle Banner are the beneficiaries. "Foreign Trade Trust-2024 Xinshan Revitalization No. 2 'Spark' Charity Trust" (referred to as "Xinshan Revitalization No. 2 'Spark' Charity Trust") was successfully registered and established recently. This is the first time that Foreign Trade Trust has participated in the targeted assistance to counties project of the State Financial Regulatory Administration under the organization of the China Trust Association. It is a powerful practice of serving rural food security through the "foundation + charitable trust" dual-platform innovation model.
Food security is the most important thing for a country. Among all things, food is the most important. Ulanqab City in Inner Mongolia is known as the "Potato Capital of China". Its potato planting area and output account for 8% and 10% of the country respectively, making it one of the most important potato producing areas in the country. The Chahar Right Middle Banner area is particularly suitable for the expansion and propagation of potato varieties due to its large temperature difference between day and night, deep arable soil layer, loose soil rich in potassium. Potatoes are also one of the most important vegetables for local villagers to survive the winter and sell to increase income.
In line with the actual needs of local agricultural development, the "Xinshan Zhenxing No. 2 'Spark' Charitable Trust" will build a new potato storage cellar for Cairongying Village, Datan Township, Chayouzhong Banner, to optimize and improve storage temperature fluctuations, help solve the existing traditional cave dwellings and earth cellar facilities. The facilities are simple in construction, easy to collapse, and difficult to control temperature and humidity. Unfavorable factors, effectively extend the potato storage period and improve the quality of stored potato tubers, help improve infrastructure, and improve the living standards of villagers.
It is reported that the "Xinshan Revitalization No. 1 Charitable Trust" jointly established by FOTIC and Cigna Foundation in 2022 will mainly use the trust property for the improvement of urban and rural community infrastructure, environmental protection and student education in Inner Mongolia, Hebei, Tibet, Gansu, Qinghai and other regions. On the one hand, it will give full play to the advantages of the charitable trust mechanism, such as flexibility, property independence, transparent management and professional rigor. On the other hand, it will give full play to the tax preferential policies and project excavation advantages of the foundation to promote the standardization of assistance projects and achieve results. The establishment of the "Xinshan Revitalization" series of charitable trusts will continue to play an important role in innovating assistance methods, promoting rural revitalization and achieving common prosperity.
