Recently, news from the Chongqing Municipal Economic and Information Commission stated that since the beginning of summer this year, Chongqing has successfully weathered two rounds of high temperature weather. Although the maximum load of the unified power grid has hit a record high for the third time, the power supply is stable and orderly thanks to the continuous improvement of Chongqing's power guarantee capabilities. The city's pumped storage, energy storage, and wind and solar power installed capacity have increased by more than 3 million kilowatts this year, and the power generation of water, wind, and solar clean energy has exceeded 13 billion kilowatt-hours this year, an increase of 33.7% year-on-year. As of August 8, the coal inventory of the city's main power plants reached 5.21 million tons, which can support coal-fired power generation companies at full load for 43 days, the highest level in the same period in history.
At the beginning of March, the Municipal Economic and Information Commission, together with relevant municipal departments and power generation and supply enterprises, set up a special working group for the city's power and coal supply guarantee, strictly implemented the relevant work arrangements of the Municipal Party Committee and Municipal Government, and in accordance with the overall idea of ​​"stable supply and increased supply" on the supply side and "orderly response" on the demand side, systematically planned and coordinated the promotion, and made every effort to grasp the key tasks of power operation and dispatch, power coal guarantee, key power project construction, power facility safety, coordination and striving for purchased power, and power load management, laying a solid foundation for the stable power supply this summer. From the current situation, Chongqing's power supply is guaranteed to meet the peak summer demand.
Since the beginning of this year, Chongqing has further deepened its cooperation with major coal-producing areas such as Shaanxi, Shanxi, Xinjiang and Guizhou, signed medium- and long-term contracts for power coal, and achieved full coverage of coal for coal-fired units for the first time, and the bottom-line guarantee capacity of coal-fired power units has continued to increase. At the same time, it continues to strengthen communication with key coal supply companies such as Shaanxi Coal Group and Jinneng Holdings to ensure that long-term coal contracts are fully fulfilled on time. As of August 8, the city's main coal-fired power plants have received a total of 18.51 million tons of coal, which can generate 43 billion kilowatt-hours of electricity.
In the past two years, in order to improve the peak capacity of the summer network, Chongqing has successively put into operation a number of grid-side electrochemical centralized energy storage projects such as Yongchuan Tiantai thermal gas turbine, Panlong pumped storage, Shizhu Jinzhang, and Xiyong comprehensive protection, further improving the power supply capacity in the city and significantly enhancing the peak capacity at critical moments. So far, the city's installed power generation capacity has reached 33.38 million kilowatts, of which the coordinated units have reached 27.86 million kilowatts.
As the only province and city in the southwest that is a net energy importer, Chongqing purchases electricity, accounting for about 30% of the city's electricity consumption. Chongqing has always regarded the purchase of electricity as an important measure to ensure the supply of electricity during the summer. After the end of the summer last year, the Municipal Economic and Information Commission took the lead in organizing the Chongqing Power Trading Center to go to Gansu, Qinghai, Ningxia, Xinjiang, Shaanxi and other provinces to connect and organize the signing of the 2024 intergovernmental power purchase agreement. So far, Chongqing has reached an agreement to purchase about 32 billion kWh of electricity in 2024, of which 13.1 billion kWh was purchased during the summer this year (June-September), an increase of 2.2 billion kWh year-on-year.
To ensure the safe operation of the power grid, the Municipal Economic and Information Commission urged the State Grid Chongqing Electric Power Company and major power generation companies to carry out comprehensive maintenance of generator sets, transformation and upgrading of key projects at the checkpoints of the power grid, large-scale investigation and rectification of safety hazards of power facilities, and protection of high-voltage transmission channels before the summer. The planned maintenance of 24 main coal-fired generators was completed before the summer. Before the summer, the State Grid Chongqing Electric Power Company fully completed the construction of "8+3" key projects for the power grid to ensure summer supply and 6,118 general power grid engineering maintenance tasks, which greatly alleviated the problems of heavy load and section restriction of the main transformers in the main city and western Chongqing, and enhanced the stability of the power grid. During the summer, an average of 1,143 operation and maintenance personnel, 400 vehicles, and 1,515 drones were dispatched every day to carry out line inspections and hidden danger management, and the safe and stable operation of the power grid was effectively guaranteed.
Chongqing is accelerating the construction of virtual power plants to improve the level of power load management and enhance the flexible load regulation management capabilities. Recently, with the official launch of Chongqing Virtual Power Plant, it marks that Chongqing's load management model is accelerating the transformation from "government instructions" to "market regulation".
