New way to power
Entering the Wusu Comprehensive Bonded Zone, a demonstration zone for comprehensive transformation and reform in Shanxi, and the core area of ​​the China (Taiyuan) Cross-border E-commerce Comprehensive Pilot Zone, everything is in order and thriving. This is the starting point and the end point. Various cross-border parcels and express mails from home and abroad depart from here and go to all directions and enter thousands of households.
Cross-border e-commerce enables "Made in Shanxi" to reach global consumers in a short period of time. It is reported that cross-border e-commerce is a new form of trade that has gradually developed and evolved in China's foreign trade. It directly connects manufacturers with foreign consumers, changes the time and space structure, and allows companies to conduct global operations in different regions, making traditional trade online. At the same time, small and medium-sized enterprises can participate in global trade on an equal footing with large enterprises and sell their products to the world.
National policies support the development of cross-border e-commerce. In order to give full play to the leading role of cross-border e-commerce in the innovative development of foreign trade, since 2015, the State Council has approved the establishment of the first cross-border e-commerce comprehensive pilot zone in Hangzhou. After five expansions, a total of 105 cross-border e-commerce comprehensive pilot zones have been established, covering 30 provinces (autonomous regions and municipalities) across the country.
Approved as the fourth batch of cross-border e-commerce comprehensive pilot zones in the country, Shanxi, an inland province that is neither coastal nor riverside, should seize the development opportunities of cross-border e-commerce. According to relevant personnel from the Municipal Bureau of Commerce, cross-border e-commerce has broken geographical restrictions. Inland areas have a good industrial foundation and can rely on their advantages to sell products directly abroad. Cross-border e-commerce puts everyone on an equal footing, and the competition is about who has product advantages, who has an industrial foundation, and who has the willingness to innovate. Taiyuan has actively promoted it, set up a special team, issued relevant documents, and steadily advanced it.
As a highly competitive new foreign trade business model, cross-border e-commerce is showing great vitality, quietly changing our lifestyle and helping us to connect more closely with the world.
Full mode operation
In late March this year, with more than 2,500 parcels successfully clearing customs through the "9610" cross-border e-commerce warehouse export line in Taiyuan Wusu Comprehensive Bonded Zone, the volume of export parcels under Shanxi's general cross-border e-commerce export model (customs supervision method "9610") exceeded 10,000 pieces.
"Taking the direct cargo flights from Taiyuan Airport to the United States as an opportunity, and with the help of the 'zone-port linkage' advantage, we have now achieved the normal operation of one batch of cross-border e-commerce exports per week. The achievement of 10,000 parcel exports has also laid a good foundation for the company's next development." Su Yawei, a relevant person in charge of Jinbaojia Company, said confidently. Since the first batch of 385 export parcels were successfully cleared in late January this year, the cross-border e-commerce exports of Wusu Comprehensive Bonded Zone have shown a booming development trend, and good products are conveniently and quickly delivered to the world from here.
"9610" is the customs supervision code for general export business of cross-border e-commerce retail, which is applicable to domestic individuals or e-commerce enterprises that realize transactions through e-commerce trading platforms and use the "list verification and release, summary declaration" model to handle customs clearance procedures for e-commerce retail import and export goods. Through this business, domestic goods can be directly mailed from the comprehensive bonded area to overseas consumers, which has the advantages of short links, low costs and few restrictions, and greatly improves the customs clearance efficiency and logistics timeliness of cross-border e-commerce retail export goods.
Cross-border e-commerce has become a new growth point for foreign trade with its advantages of low transaction costs, high transaction efficiency, a wide variety of goods, and direct access to consumers. It has played a positive role in promoting the stable scale and optimal structure of foreign trade. It has four main modes, namely bonded retail import (1210), direct mail export (9610), business-to-business export (9710), and business export overseas warehouse (9810). At present, our city has realized the full mode of cross-border e-commerce operation. At the same time, according to the data of Shanxi Cross-border E-commerce Public Service Platform, during this year's "618 Promotion", Taiyuan Wusu Comprehensive Bonded Zone supervised a total of 4,543 cross-border e-commerce parcels out of the zone, an increase of 28.5% year-on-year, setting a new record.
Accelerating
What is the charm of cross-border e-commerce? One piece of data shows that Shanxi Xinhe Industrial Co., Ltd. has connected to the international market through the cross-border e-commerce platform, selling 120 fitness equipment such as smart dumbbells to 13 countries and regions around the world, generating annual sales of more than 30 million US dollars.
This year's Canton Fair set up a cross-border e-commerce exhibition area for the first time. Our province opened the Shanxi exhibition hall in this exhibition area, and nearly 20 companies participated in the exhibition. Among them, the dumbbells and other fitness equipment brought by Shanxi Xinhe Industrial Co., Ltd. attracted much attention. "Our products are different from traditional products. They are innovative in shape and material. They are more modern and more in line with people's fitness needs in modern life. They have attracted the attention of many overseas buyers." Hu Peng, deputy general manager of Shanxi Xinhe Industrial, said that the first establishment of this exhibition area and the popular products gave him more confidence.
Xinhe Industry is just a microcosm of cross-border e-commerce companies. As of now, there are more than 300 companies in Taiyuan using cross-border e-commerce platforms, 280 companies registered in the customs system, and 211 companies with cross-border e-commerce import and export performance. In order to promote the development of cross-border e-commerce, our city has taken many measures and actively worked hard. In August 2022, the city's first cross-border e-commerce innovation and practice skills competition was held. It was carried out on platforms such as Amazon, Alibaba International Station, Made in China, and Independent Stations. Financial rewards were given to the winners, and one-stop entrepreneurial support and training were provided to accelerate the effective connection between cross-border e-commerce entrepreneurial projects and foreign trade enterprises.
E-commerce "connects" the world, and the world is accessible through "touch screens". Our city will continue to optimize services to better meet the needs of consumers and enterprises to "buy globally and sell globally".
