In recent years, Beijing has successively issued the Implementation Plan for the Leading Action to Optimize the Business Environment, the Three-Year Action Plan, and a series of reform policies for the 1.0-6.0 business environment. More than a thousand reform measures have stimulated the vitality of the capital's business entities and the driving force of economic development. The reporter learned from the Municipal Market Supervision Bureau that by the end of July 2024, there were 2.6211 million business entities in the city, 1.28 times that of 2017.

The city has changed the process from pre-approval of names by registration authorities to direct application of enterprise names by applicants on online platforms, thus enabling independent selection, self-determination and self-management of name registration. The name registration time has been shortened from 3 working days to less than 20 minutes, greatly improving the freedom, flexibility and efficiency of enterprise naming.
To ensure the smooth progress of this reform, the Municipal Market Supervision Bureau has formulated a mechanism for handling corporate name disputes and a mechanism for correcting inappropriate names, strengthened on-site and after-the-fact supervision, ensured that the market environment is both open and orderly, and maintained a healthy market competition pattern.
According to statistics, since the implementation of the policy in 2016, a total of more than 1.19 million enterprises in the city have successfully completed name registration through the self-declaration procedure.
19,000 companies used electronic business licenses to conduct government procurement business 148,000 times
An electronic business license is a legal electronic certificate containing the registration information of market entities, issued by the market supervision department in accordance with relevant national laws and regulations and unified standards and specifications. It has the same legal effect as a paper business license.
Since 2019, Beijing Municipal Market Supervision Bureau has made full use of the convenience, security and ease of use of electronic business licenses to vigorously promote the cross-scenario and cross-regional application of electronic business licenses. Currently, more than 30 e-government systems and service terminals, including Beijing's unified identity authentication platform, support the use of electronic business licenses. The city's cumulative application of electronic business licenses has exceeded 180 million times, ranking first in the country.
Ms. Li, the person in charge of a paper company in Dongguan, Guangdong, said after using the electronic business license to participate in the government procurement bidding business online throughout the entire process: "In the past, the thought of participating in government procurement and applying for a CA certificate was a hassle. Now it's good. The application of electronic business licenses has greatly improved efficiency, not only saving money but also saving time." Since the application of electronic business licenses in the field of government procurement in May 2023, a total of 19,000 companies have used electronic business licenses to conduct 148,000 government procurement transactions.
More than 1.4 million business entities have enabled the loading of "Enterprise Code" business licenses
The "Enterprise Code" efficiently integrates a lot of commonly used enterprise-related data, such as business license information and electronic licenses. The public only needs to scan the "Enterprise Code" through the electronic business license applet or the code scanning function of commonly used social platforms such as WeChat and Alipay to quickly and comprehensively understand the relevant information of the business entity.
This convenient measure not only greatly facilitates the instant query needs of transaction counterparties and the general public for business entity information, but also helps to build an accurate and detailed "digital business card" for each business entity, laying the foundation for establishing a more open and transparent market environment.
Since Beijing Aina Medical Testing Laboratory Co., Ltd. received the first business license loaded with "Enterprise Code" on August 30, 2022, this innovative measure has been rapidly promoted. According to statistics, as of now, more than 1.4 million business entities have successfully applied for and activated business licenses loaded with "Enterprise Code", marking that the commercial system reform has entered a new intelligent and efficient stage.
More than 96% of registration business is handled through the notification and commitment system
The core of the notification and commitment system is that the government department informs the applicant of the conditions, required materials and other information of its approval matters at one time; the applicant promises in writing (including electronic text) that he meets all the approval conditions and is willing to bear the legal liability arising from false promises. Based on the applicant's promise, the registration authority will immediately handle the registration.
Since the city first introduced the informed consent system in 2020, the Municipal Market Supervision Bureau has formulated a series of strengthening supervision measures to promote the openness and transparency of commitment information, encourage all sectors of society to actively participate in supervision, and jointly maintain a market environment with both relaxed access and fair competition.
Up to now, the city has handled more than 4.6 million registration businesses through the informed consent system, and more than 96% of registration businesses have been handled through the informed consent system.
