According to Zhu Anming, in order to implement the three-dimensional and layered sea area rights and encourage the integrated development of offshore wind power and deep-sea aquaculture, marine ranching, leisure fisheries, and marine tourism, the "Ten Sea Regulations" clearly stipulates the preferential policies for the collection of sea area use fees in Article 4. Specific content: "Within the scope of wind farm rights confirmation, for open aquaculture sea areas that adopt the three-dimensional and layered sea area rights, the sea area used shall be calculated according to the actual sea area occupied by the cages, and the sea area use fee shall be levied at 50% of the open aquaculture sea area standard; for open aquaculture sea areas within the four boundaries of the wind farm and outside the scope of rights confirmation, the sea area use right shall be obtained in accordance with the law, the sea area used shall be calculated according to the actual sea area occupied by the cages, and the sea area use fee shall be levied according to the open aquaculture sea area standard."
"The main consideration for introducing preferential policies is that offshore wind farms have large sea areas and wide three-dimensional levels, which are suitable for the implementation of three-dimensional layered rights of sea areas to promote intensive and economical use and effective protection of marine resources. Therefore, based on the division of sea areas used by wind farms, two types of preferential policies for the collection of sea area use fees have been clarified." Zhu Anming said that the first category is open aquaculture use of sea areas within the scope of wind farm rights confirmation, which adopts three-dimensional layered rights of sea areas. The area of sea use is calculated according to the actual occupation of sea area by cages, and the sea area use fee is levied at half the standard for open aquaculture. The second category is open aquaculture use of sea areas within the four boundaries of the wind farm (that is, within the boundaries of the wind farm in the four directions of southeast, northwest, and northeast) but outside the scope of rights confirmation. The area of sea use is calculated according to the actual occupation of sea area by cages, and the sea area use fee is levied according to the standard for open aquaculture.
Zhu Anming said that according to the relevant regulations of Hainan Province, the sea area for aquaculture is generally calculated based on the occupied water surface area (including the interval area). The preferential policies introduced this time not only calculate the sea area for open aquaculture within and around the scope of offshore wind farm rights confirmation according to the actual sea area occupied by the cages, reducing the area of the calculation interval area, but also halve the sea area use fee payable for open aquaculture within the scope of wind farm rights confirmation. The above measures reduce the burden of sea area use fees on enterprises and units using the sea, strongly support the high integration of offshore wind power projects with deep-sea aquaculture, marine ranches, leisure fisheries and other industries, and promote the high-quality development of Hainan's marine economy.
