The economic and social operations have shown a good trend of steady progress and improved quality, and it has delivered a refreshing and invigorating "mid-term report card".
Why is Heze successful? The personal experience of an entrepreneur may provide the answer.
Zeng Qingxi is the chairman of Shandong Tianhou New Materials Technology Co., Ltd., a national high-tech enterprise. At the on-site promotion meeting of Heze's key industrial projects held recently, the composite current collector project invested by Shandong Tianhou New Materials Technology Co., Ltd. and Xiamen Haichen Energy Storage Technology Co., Ltd., a Fortune 500 company, with an investment of 1 billion yuan, attracted much attention.
The project mainly builds 30 composite current collector production lines. The product is the key material for positive and negative electrodes in lithium battery cells, with high safety, high specific capacity, high cycle life and low cost, and is widely used in energy storage batteries and power batteries.
"After the project is completed, Tianhou 5G Park will become a large-scale high-end green park with base film, equipment, composite current collector, upstream and downstream, connecting the layout of the entire new energy industry chain and the electromagnetic shielding new material industry chain. "The project leader introduced that at present, the pilot workshop of the project has been completed, and the battery negative electrode (copper clad laminate) production line is in trial production. After the pilot test, large-scale replication construction will be started. The project has 13 provincial and municipal R&D platforms, 108 independent R&D patents, and strong R&D capabilities. The reason why this project was settled in Heze is inseparable from the innovative strength of Tianhou New Materials.
Zeng Qingxi introduced: "When we entered the high-end electronic shielding new material industry, Tianhou conductive fabric could only reach 50 microns, and the industry nationwide had not yet broken through the 30-micron barrier."
The Talent Offices of the Heze Municipal Committee and the Dingtao District Committee facilitated the project cooperation between Tianhou New Materials and Professor Liu Yao of Shandong University through the "unveiling the list and appointing the leader" working mechanism. With the support of talents, the 20-micron ultra-thin conductive cloth independently developed by Tianhou New Materials has directly cut the price to about half of similar imported materials, and quickly occupied 30% of the domestic market share. Focusing on core technologies, Tianhou New Materials has joined forces with excellent domestic teams to extend the chain upwards. The PVD equipment manufacturing project incubated by Tianhou New Materials received an order of 130 million yuan in one year and was favored by many investment companies.
"In Heze, I felt the most heartwarming speed of 'double recruitment and double introduction'. This hot land has given us good opportunities and greater room for development." Zeng Qingxi said that when he returned to Dingtao District, Heze City to establish Tianhou New Materials, the Heze City "double recruitment and double introduction" working group quickly approached and provided him with one-stop, all-round services. From project negotiation, contract signing and settlement to production and operation, the "double recruitment and double introduction" working group has dedicated personnel to track the entire process, and it took only 57 days to start construction. From helping to apply for entrepreneurship policies, to actively providing land and factories, to assisting in applying for low-interest loans for returning to hometowns to start businesses, Heze City and Dingtao District have provided a series of good policies for returning to hometowns to start businesses and support development.
"In Heze, I felt the efficient speed of project implementation. With the superior business environment, many difficult things are no longer difficult in Heze!" Zeng Qingxi said that after the construction of Tianhou 5G Park started, leaders at the city and district levels went to the front line of the project many times to help solve problems and provide "nanny-style" services. It created a project construction legend of "one day for water and electricity, two days for gas and network, three days for site leveling, and four days for road repair and hardening". In just three months, the project entered the production stage. Subsequently, in just 18 months, all seven upstream and downstream projects attracted by Tianhou New Materials were completed and put into production, with a total investment of 2.2 billion yuan and an area of 570 acres.
Zeng Qingxi's experience is a microcosm. In recent years, Heze has made great efforts to break through the business environment, innovatively implemented the "three-step" of optimizing the business environment by city-level leaders contacting and helping key enterprises, "enterprise whistle-blowing departments reporting", and "three highlights" special actions, promulgated and implemented the "Regulations on Optimizing the Business Environment", deepened the "double-complete and double-hundred" project, and realized "county-town joint handling" for 50 government service items, and launched 131 "efficiently complete one thing" application scenarios, promoting the full release of the vitality of business entities, and the satisfaction of business entities has been ranked in the upper middle of the province for many years. As of the end of June this year, the stock of business entities in Heze City was 1.013 million, an increase of 7,000 from the beginning of the year. Heze's business environment is increasingly recognized by entrepreneurs.
The optimization of the business environment has brought about an improvement in the city's reputation and influence. During this year's Peony Festival, the city received 8.64 million tourists, a year-on-year increase of 25.4%. Heze was selected as one of the top ten cities for flower viewing in Douyin, ranking second, becoming the biggest "dark horse" city during the flowering period this year.
