The film was produced by Ning Hao, directed by Shen Ao, and starred by Xiao Yang, Qi Xi, Ren Dahua, and Zheng Kai. Following All or Nothing, director Shen Ao once again turned his camera to realistic themes. The movie "Where to Use Military Power" is adapted from the real experience of overseas hostage survivors. It tells the story of a foreign correspondent Ma Xiao (played by Xiao Yang) and a volunteer doctor Pan Wenjia (played by Qi Xi) who accompanied engineer Miao Feng (played by Zheng Kai) on their way to the suburbs to repair a base station. The local situation suddenly changed and the three were kidnapped by an extremist organization. In prison, they met an overseas Chinese businessman Zhou Weijie (played by Simon Yam). In order to survive, they embarked on a road of escape in the wild war.
