Inviting experts and talent representatives to spend the summer vacation in Beidaihe in the name of the CPC Central Committee and the State Council is an important institutional arrangement in the talent work of the Party and the country.

Which experts can be invited to Beidaihe for vacation?

According to the CCTV "News Broadcast", experts including Xue Qikun, an academician of the Chinese Academy of Sciences, professor of Tsinghua University and president of Southern University of Science and Technology, who just won the country's highest science and technology award, Yao Qizhi, an academician of the Chinese Academy of Sciences and dean of the School of Artificial Intelligence of Tsinghua University, and Jin Meilin, an academician of the Chinese Academy of Engineering and professor of Huazhong Agricultural University, were invited to Beidaihe for vacation this year.

Xue Qikun, born in December 1963, is a native of Mengyin, Shandong Province and a member of the Communist Party of China. In 1984, Xue Qikun received a bachelor's degree from Shandong University and a doctorate from the Institute of Physics, Chinese Academy of Sciences in 1994. From 1992 to 1999, he studied and worked at the Institute of Metal Materials, Tohoku University, Japan, and the Department of Physics, North Carolina State University, USA. From 1999 to 2005, he was a researcher at the Institute of Physics, Chinese Academy of Sciences, and from 1999 to 2005, he served as the director of the State Key Laboratory of Surface Physics. Since 2005, he has been a professor at the Department of Physics, Tsinghua University, and was elected as an academician of the Chinese Academy of Sciences in the same year. From 2010 to 2013, he served as the dean of the School of Science and the director of the Department of Physics of Tsinghua University, from 2011 to 2016, he served as the director of the State Key Laboratory of Low Dimensional Quantum Physics, from 2013 to 2020, he served as the vice president of Tsinghua University, from 2017 to 2020, he has served as the first dean of the Beijing Institute of Quantum Information Science, from 2020 to 2022, he has served as the deputy secretary of the Party Committee and president of Southern University of Science and Technology, and from 2022 to 2022, he has served as the director of the Guangdong-Hong Kong-Macao Greater Bay Area Quantum Science Center.

Xue Qikun is an experimental physicist with international reputation in the field of condensed matter physics. He is one of the outstanding scientists who has made major internationally leading scientific breakthroughs in basic research in my country since the reform and opening up.

Public information shows that Academician Yao Qizhi is a world-renowned computer scientist, winner of the 2000 Turing Award, and academician of the Chinese Academy of Sciences. Yao Qizhi taught at American universities for a long time, and returned to China to teach full-time at Tsinghua University in 2004. In April this year, Tsinghua University established the School of Artificial Intelligence, and Yao Qizhi served as the first dean.

Jin Meilin is an expert in animal infectious diseases. For more than 40 years, Jin Meilin has been working on the front line of scientific research, conducting research and development on the epidemiology, pathogenic mechanisms, new vaccines, diagnostic preparations, microecological preparations, and biological therapeutic preparations of animal infectious diseases, solving key technical problems in the development and industrialization of animal biological preparations, and breaking through a series of key technologies; creating a modern biological preparation engineering technology system, creating a series of safe and effective biological control products, and obtaining a series of original scientific and technological achievements; realizing the transformation of achievements and promoting their application nationwide, making significant contributions to my country's animal epidemic prevention and public health security. In 2023, Jin Meilin was elected as an academician of the Chinese Academy of Engineering.

The history of the summer vacation for experts in Beidaihe can be traced back to 1987. In July 1987, the central government invited experts from various fields to Beidaihe for vacation for the first time, and Deng Xiaoping met with some representatives of science and technology experts in Beidaihe. In 2001, China raised the issue of talent to the national strategic level for the first time, and the summer vacation for experts was also established as a system, and the location was set in the "resort" Beidaihe. Beidaihe has thus become the "expert talent reception room" for leaders.

A person in charge of the Talent Bureau of the Organization Department of the CPC Central Committee once introduced through Xinhua News Agency that the central government invited experts to Beidaihe for a vacation mainly to let the experts temporarily put down their busy work and take their families for a full rest and relaxation. In order to give the experts more free time, the vacation also reduced group activities as much as possible.

In July 2008, Li Zhiyong, then deputy minister of the Organization Department of the CPC Central Committee and later executive deputy secretary of the Central State Organs Working Committee, said that during the vacation when they worked together day and night, the experts also put forward many constructive and forward-looking opinions and suggestions, which will be of great help to us in doing a better job in talent work in the future.

According to the adjustment of the focus of the central government’s talent work, the theme and focus of the Beidaihe vacation vary each year.

For example, in 2001, defense science and technology experts were invited, in 2002, social science experts were invited, in 2003, medical experts and technology experts were invited, in 2004, experts from the western and northeastern regions and highly skilled talents from across the country were invited, in 2005, winners of the National Highest Science and Technology Award were invited, and in 2007, teachers and education experts were invited.

According to Xinhua News Agency, the experts who will take vacation in Beidaihe in 2023 mainly come from two groups: one is outstanding representatives of talents in the forefront of domestic science and technology, and the other is leaders in the medical field.

This year's Beidaihe vacation is themed "Patriotic Struggle". The experts participating in the vacation activities mainly come from the fields of natural sciences, engineering technology, philosophy and social sciences, culture and art.
