The new national standard will take effect on August 1, and lithium batteries and power banks will officially implement 3C certification

Nowadays, mobile phones, tablet computers, and laptops have become indispensable items in people's daily lives. Lithium batteries and mobile power supplies, as the "oil storage tanks" and "gas stations" of these products, provide great convenience for people to enjoy mobile life. Starting from August 1, the new national standard has come into effect. Products that have not obtained CCC certification and marked with the certification mark shall not be shipped, sold, imported, or used in other business activities.

The State Administration for Market Regulation issued an article on July 19, 2023 titled "Lithium Batteries and Power Banks Have a 'New Insurance' for Quality and Safety", which mentioned that from August 1, 2023, the country will implement CCC certification management for lithium-ion batteries, battery packs, and mobile power supplies.

Due to the chemical properties of lithium batteries and power banks, such as the use of flammable organic electrolytes, there are certain potential risks. Especially when the production process and structure of the product do not meet the technical requirements of national standards, or when they are subjected to extreme high and low temperatures, severe bumps, long-term overcharging and other special circumstances during transportation and use, thermal runaway can easily occur, causing battery swelling and then causing safety problems such as fire, explosion, overheating or leakage, directly endangering the personal health and safety of consumers.

China is a major consumer of lithium batteries and power banks. At the same time, the scale of China's lithium batteries and related industries has leapt to the first place in the world. According to the results of the national supervision and random inspection of product quality, the qualified rate of lithium-ion batteries for mobile phones is less than 90%, and the qualified rate of mobile power supplies has been hovering between 60% and 80%.

In order to strengthen quality and safety supervision of products such as lithium batteries and power banks, in September 2022, the General Office of the State Council issued the "Opinions on Deepening the Reform of the Management System of the Electronic and Electrical Industry", which clearly required that lithium batteries and mobile power supplies with higher safety risks be included in mandatory product certification management.

Compulsory product certification, or CCC certification, is a market access system implemented by the Chinese government for products related to personal health and safety in accordance with the requirements of relevant laws and regulations and international practices, in accordance with the principles of marketization and internationalization. Up to now, the CCC certification system covers 96 products in 16 categories, including consumer industrial products related to the daily life of the general public, such as household electronic appliances, automobiles, and toys. CCC certification has played an important role in promoting the improvement of product safety and quality and protecting the rights and interests of consumers. With the in-depth and effective implementation of the certification work, the qualified rate of lighting products has increased from 32% to 94%, and the qualified rate of car child safety seats has increased from less than 10% to 97%. The average qualified rate of certified products has remained stable at more than 90%.

In addition, the State Administration for Market Regulation reminds consumers that when purchasing lithium batteries and power banks, they must look for the CCC mark and be aware that improper use may still cause risks. To reduce the probability of danger, you must also develop good usage habits: try to avoid using electronic products while charging, or charging products for a long time, which will increase the risk of product heating; do not replace chargers at will, some fast charging chargers have a large charging power, but for some batteries without restricted protection design, it may cause overvoltage or overcurrent charging, causing safety hazards; do not disassemble products at will or replace batteries by yourself, for non-professionals, the choice of tools and whether they are skilled in disassembly and installation will cause irritation or even damage to the mobile phone battery; timely inspection and replacement, electronic products should be sent to professional repair shops for inspection and confirmation after being immersed in water or exposed to the sun, and the lithium battery should be replaced if necessary.
