Nearly a year after being investigated, the fallen female department official Chen Liping was tried. This was the first time she appeared in the public eye since the investigation.

On August 1, the Intermediate People's Court of Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province, held a public trial of the case of Chen Liping, former deputy director of the General Office of the Guizhou Provincial Party Committee, for accepting and offering bribes.

Chen Liping was born in June 1966 and is 58 years old this year. She has worked in Tongren City for a long time. She has served as director of the Municipal Tourism Development Commission, deputy director of the Municipal Party Committee Propaganda Department, director of the Municipal Civilization Office, deputy secretary-general of the Municipal Party Committee, and director of the Municipal Government Affairs Management Bureau.

In June 2018, the local government issued a pre-appointment notice for cadres, and Chen Liping was proposed to be the deputy director of the General Office of the Guizhou Provincial Party Committee (with a one-year probation period). After the notice period, she took up the position.

October 27, 2023The Guizhou Provincial Commission for Discipline Inspection and Supervision announced that Chen Liping, deputy director of the General Office of the Guizhou Provincial Party Committee, was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision investigation by the Guizhou Provincial Commission for Discipline Inspection and Supervision.

Shortly before Chen Liping was investigated, the "tiger" Sun Zhigang was brought down.

Sun Zhigang, male, Han nationality, was born in May 1954. In January 2016, Sun Zhigang was appointed governor of Guizhou Province, and in July 2017, he was appointed secretary of the Guizhou Provincial Party Committee. In December 2020, he left Guizhou and went to work in the National People's Congress. In August 2023, Sun Zhigang was investigated.

When Chen Liping served as deputy director of the General Office of the Guizhou Provincial Party Committee, Sun Zhigang was the Secretary of the Guizhou Provincial Party Committee at the time.

When An Jiuxiong served as deputy secretary-general of the Guizhou Provincial Government in 2016, Sun Zhigang was the governor of Guizhou Province at the time. After Sun Zhigang became the secretary of the Guizhou Provincial Party Committee in July 2017, An Jiuxiong was transferred to the position of deputy secretary-general of the Guizhou Provincial Party Committee in September of the same year, and later served as the executive deputy secretary-general of the Guizhou Provincial Party Committee. He has accompanied Sun Zhigang on many research trips.

In April this year, Chen Liping was expelled from the party and removed from office.

What is political climbing?

Political cronyism refers to relying on powerful people in order to seek promotion or other political benefits. In essence, it is about building political connections, looking for backers, and seeking personal dependence.

The newly revised "Regulations on Disciplinary Punishment of the Communist Party of China" has enriched the disciplinary clauses for disloyalty and dishonesty to the Party and for undermining the Party's unity and solidarity, and added disciplinary provisions for "political cronyism" to Article 54, further clarifying the bottom-line requirements for strictly observing political discipline and rules.

"Those who engage in non-organizational activities such as forming cliques, forming factions for personal gain, forming cliques, political cronyism, cultivating personal power, or gaining political capital through exchanging interests or building momentum for themselves shall be given a serious warning or removed from their party posts; those who cause the political ecology of their region, department, or unit to deteriorate shall be given probation or expelled from the party."

Now, Chen Liping is on trial.

The People's Procuratorate of Qiannan Buyi and Miao Autonomous Prefecture accused Chen Liping ofBribery and bribery：

• From 2005 to 2023, the defendant Chen Liping used her position asDirector of Tongren City Central Office, Party Secretary and Director of the Municipal Price Bureau, Party Secretary and Director of the Municipal Tourism Development Committee, Deputy Director of the General Office of the Guizhou Provincial Party CommitteeHe took advantage of his position and other convenient conditions, and used his power or status to provide assistance to relevant personnel in matters such as project contracting, fund allocation, and company management, and illegally accepted property totaling more than RMB 6 million.

• From October 2019 to September 2021, Chen Liping asked others for help in order to obtain job transfers and promotions for her and her husband, and gave others a total of RMB 695,000.

This is also the first time that the official has disclosed the details of the bribery of this female department official who was dismissed.

According to the prosecution's charges, Chen Liping was the deputy director of the General Office of the Guizhou Provincial Party Committee when she bribed others for the job transfer and promotion of her and her husband.
