Digital government affairs have gradually penetrated from the national, provincial and municipal levels to the county, township and village levels. How far has it progressed?

The people of Qingyuan have been waiting and waiting, but why is digital government affairs still in the realm of science fiction and urban legends, and has not really entered their lives?



This brings us to the practical challenges brought by the "traditional government-specific network", which mainly include the following aspects:

The question is, who will do it and how?

The various commissions, offices and bureaus in Qingyuan City have different responsibilities, and their businesses require network isolation and carrying; to reduce the number of trips for the people, branch outlets must cover cities, counties, streets/towns, communities/villages, and the outlets are large and scattered; government investment must be used where it counts, so the network construction requires the best TCO (total cost of ownership). In addition, considering the security of government information, domestic technology must be used. Who has the ability to build this government-specific network?

Operators have natural network advantages and can provide high-performance, wide-coverage 5G mobile networks. SPN is a Chinese original technical standard led by China Mobile, and has achieved seven ITU-T international standard projects. In theory, through SPN end-to-end slicing enablement, and then superimposed with a wide-coverage 5G network, the chemical reaction released by SPN+5G can build a high-performance, highly reliable communication network that meets the needs of government and enterprise users. Qingyuan Mobile's SPN network is the most suitable.



Even though we have the right person, things are not easy.

Qingyuan Mobile told us that the upgrade and reconstruction of the entire municipal government network system not only considers cost and performance, but also comprehensively considers high availability, load balancing, reliability, scalability, and unified network management and centralized monitoring. Among them, the selection of transmission and data communication equipment is the main difficulty.

After the project was launched, Qingyuan Mobile had two options:

The first is traditional networking.The use of traditional transmission networks can complete the rapid delivery of projects, but it cannot meet the future development of "one network, multiple planes" and will continue to increase the use costs of government departments in the later stage.

The second is the SPN+5G solution.The advantage of this solution is its advanced technology. At the SPN Slicing Private Line Conference held in June 2022, according to the test data officially released by China Mobile,SPN has ultra-low latency, ultra-high precision synchronization, and hard slicing features, achieving multiple performance breakthroughs and significantly improving performance compared to traditional transmission technologies., where the single-node forwarding delay is only 1/20 of that of traditional transmission technology, and the delay jitter is only 1/100 of that of traditional solutions. However, the difficulty lies in the fact that there is no precedent for end-to-end SPN government and enterprise networks in the province, and whether the deployment can be successfully completed faces many unknowns and uncertainties.

Faced with this situation, Qingyuan Mobile conducted research and study in many locations, and ultimately established an end-to-end SPN private network solution.

The reason for their determination is, on the one hand, the responsibility of state-owned enterprises. A high-quality government-specific network is the cornerstone of Qingyuan's digital government construction, and long-term benefits must not be sacrificed due to fear of difficulties. Therefore, Qingyuan Mobile played the role of the main force of the network power and decided to bring the advanced SPN solution of "zero lag", "zero interruption" and "zero waiting" to Qingyuan.

Huawei continues to invest in SPN small-particle slicing technology to build industry-leading solution capabilities.As early as 2022, Guangdong Mobile and Huawei jointly launched the "FOCUS Private Network Industry Solution", using the SPN solution to help upgrade various industry services such as government private networks, medical private networks, education private networks, and cloud private networks. The two parties have a deep cooperation foundation, which also gives Qingyuan Mobile confidence to build the province's first end-to-end SPN private network.

At this point, Qingyuan Mobile has made the firm choice of "folding" the SPN small-particle technology with the Qingyuan government network to create a "new quality Internet" in the government field.



After the plan was finalized, Qingyuan Mobile started building the province's first SPN government and enterprise network.

Due to the lack of precedent, tight time and heavy tasks, the construction pressure was quite high. However, Qingyuan Mobile did not back down. Through close cooperation and efficient communication, it finally completed the service opening task two days ahead of schedule, connecting nearly 2,800 institutions in Qingyuan and forming the province's first end-to-end SPN government and enterprise network.



This network can be summarized in three words:

1. High quality.SPN end-to-end slicing is enabled, and SLAs such as bandwidth and latency can be guaranteed, ensuring the smooth and stable operation of the business of government departments at all levels in Qingyuan. Whether it is transmitting and publishing videos, holding high-definition video conferences, remote real-time diagnosis and treatment, online education, etc., there will be no more lags, and there have been zero failures and zero complaints since the project was put into trial operation.

2. High efficiency.Relying on the widely covered 5G mobile network, the SPN government-specific network enables ultra-fast service provision, allowing "zero waiting" for services, which are available immediately like water and electricity. It supports "one dedicated line, multiple dedicated networks", improving the quality of the network, reducing costs and increasing efficiency.

3.
