The Paper (www.thepaper.cn) learned from the Hangzhou premiere of the spy action film "Qian Tang Storm" on the evening of July 30 that the film will be released in theaters nationwide on August 1.

The main creative team revealed that the film is adapted from the real events of "Memoirs of Wang Fang". The prototype of the male lead Fang Wangcheng is Wang Fang. The Qiantang City in the film is Hangzhou City, which truly reflects the anti-espionage work led by Wang Fang when he was the deputy director of the Hangzhou Public Security Bureau in the early days of liberation. The film is directed by Ma Jianjun, written by Xue Qiao, and starred by Zhang Tianqi, Zhang Zhe, and Mao Fan.

According to the "Biography of Comrade Wang Fang" broadcast by Xinhua News Agency, Wang Fang served as deputy director of the Hangzhou Public Security Bureau after Hangzhou was liberated in May 1949, secretary of the Zhejiang Provincial Committee of the Communist Party of China in March 1983, secretary of the Party Leadership Group of the Ministry of Public Security in March 1987, and minister of the Ministry of Public Security in April of the same year; in April 1988, he served as a State Councilor and concurrently secretary of the Party Leadership Group and minister of the Ministry of Public Security; in December 1990, he concurrently served as director of the National Narcotics Control Commission; and retired in August 1993. Wang Fang is a member of the 12th Central Committee of the Communist Party of China and was elected as a member of the Central Advisory Committee at the 13th National Congress of the Communist Party of China.

During her tenure as governor of Zhejiang, Wang Fang unified the thinking of leaders at all levels to reform and opening up and economic construction, encouraged the promotion of the "Wenzhou Model", worked hard to improve the construction and investment environment, and promoted the comprehensive development of the rural economy driven by township enterprises, which enabled Zhejiang's economy to develop rapidly and leap to the forefront of the country. The Paper found a story about Wang Fang's support for the development of Yiwu's small commodity market from the Yiwu City Annals:

In the early days when the market was officially recognized, the finance and taxation and industrial and commercial departments of Yiwu County (the county was abolished and the city was established in 1988) stipulated that if the transaction amount of bulk purchase and sale was more than 30 yuan, it was necessary to issue an invoice to the market management service station and pay taxes and city management fees based on the characteristics of small commodity business with small profits and quick turnover and the high mobility of individual vendors. This move suppressed the enthusiasm of operators for a time. The finance and taxation department applied the fixed-quota taxation system that had been implemented by small factories and small shops to the market, and levied taxes on operators on a "fixed-quota basis". According to the location of the stalls and the categories of goods, after self-reporting and public discussion, the taxable turnover of each stall was determined, and the tax quota was calculated according to the tax rate. It was fixed for one year and paid monthly. The Yiwu County Party Committee reported this method to the Jinhua Prefectural Party Committee and received affirmation and support. This "fixed-quota taxation" approach is simple and easy to implement, and is welcomed by operators, but some people think it is a tax lump sum and there is a suspicion of tax evasion. The relevant state departments asked Zhejiang to investigate and deal with it. Wang Fang, then secretary of the provincial party committee, supported the development of Yiwu small commodity market and asked the provincial finance department to conduct an investigation in the local area, which approved of Yiwu's approach.
