Recently, there have been continuous reports that domestically produced CPUs have won bids for centralized procurement by state-owned enterprises.

According to an official announcement from Zhaoxin, desktop and laptop computers based on the Zhaoxin processor platform successfully won the bid for the 2024-2026 computer centralized procurement project of a large domestic power backbone central enterprise.

Zhaoxin Computer won the bid for as many as 24,000 units this time, but the official did not disclose the specific models.

In addition, the high-performance server products based on Zhaoxin Kaisheng KH-40000 series processors successfully won the bid for a provincial disaster prevention project procurement project and will be used for the construction of disaster prevention system information systems such as the province's earthquake disaster prevention basic database system, municipal and county-level data and business application service terminal systems.

The winning server is equipped with a dual-core Kaisheng KH-40000/32 processor, with a total of 64 "Yongfeng" independent micro-architecture cores, 32 eight-channel DDR4 3DS RIMM ECC memory slots (maximum capacity 4TB), 128-way PCIe bus and 6 PCle 3.0 expansion slots, with a variety of arrays and PCIe expansion cards to choose from, and is also equipped with an intelligent management system to support data protection, remote data management and protection.

In addition, it also supports self-developed SM2/SM3/SM4 acceleration instructions, Trusted Computing 3.0, secure boot, key management and other security technologies.

The whole machine supports mainstream domestic and foreign server operating systems, databases, middleware, network cards, RAID cards, computing power cards and other expansions. In addition, software and business applications can be smoothly migrated, and expansion and peripheral support can be reused, greatly reducing the total cost of ownership.

Domestic CPU market share increases

On July 10, we checked China Telecom's Sunshine Procurement website and found that China Telecom's server (2024-2025) centralized procurement project has started prequalification. In this round of centralized procurement of more than 100,000 units, indicators such as the localization rate and participating companies have attracted much attention.

After reviewing China Telecom's announcement, it can be found that the group plans to purchase a total of 156,000 servers this time, of which 105,300 are G series servers, accounting for 67.5%.

Some people in the domestic CPU industry said that the G series refers to servers that are designated to use domestic CPUs. This means that the proportion of domestic CPUs in operator centralized procurement has reached a new high.

Four years ago, China Telecom first separately listed the procurement of domestic CPU servers. At that time, domestic CPU servers accounted for only 19.9%, and Intel CPU accounted for as high as 79.4%. Since then, China Telecom's centralized procurement has increased the proportion of domestic chips year by year. In the company's centralized procurement of 200,000 servers from 2021 to 2022, the G series accounted for 26.7%; and in the centralized procurement of more than 4,000 AI servers last year, the G series accounted for 47.3%.

In April 2020, among China Mobile's centralized procurement of 138,000 PC servers, domestic CPUs accounted for 21% and Intel accounted for 77%. In the group's centralized procurement of PC servers from 2021 to 2022, a total of nearly 130,000 domestic CPU servers were purchased, accounting for 43.5%. At the beginning of this year, China Mobile launched a tender for more than 260,000 PC servers. The current winning amount is close to 20 billion. The industry speculates that domestic servers will account for the majority.

At the same time, China Unicom has also been paying more and more attention to domestic chips. As early as 2020, the group specifically asked for additional testing of domestic CPU models such as Kunpeng 920, Haiguang series 7165, and 7185 in large-scale centralized procurement. At that time, brokerages said that Unicom's bidding trend of localization in China is expected to continue.

Behind the increasing proportion of domestic production is the diversified development of domestic CPUs. In the latest round of centralized procurement by China Telecom, there are not only X86 architectures from foreign manufacturers, but also domestic CPU architectures such as ARM, C86, LoongArch, Yongfeng, and SW.

Domestic ARM servers are the "main force" of this round of centralized procurement by China Telecom. Even if the number of hybrid servers in Package 8 is not taken into account, the demand is nearly 70,000 units, accounting for 44.6%. Huawei Kunpeng and Feiteng are expected to become the main winning manufacturers.

Official organization for domestic CPU independent instructions established

In June this year, the Autonomous Instruction System Technology and Application Committee (in preparation) of the Chinese Automation Society was officially launched.

The goal of the special committee is to vigorously develop the technical system and industrial ecology of the independent CPU instruction system, and through the deep integration of industry, academia and research, build a new information technology system independent of the x86 system and ARM system, with the concept of "joint consultation, joint construction and sharing".

Hu Weiwu, Chairman of Loongson Technology, serves as the head of the preparatory group, 11 experts from related fields serve as deputy heads of the preparatory group, Tian Xia, editor-in-chief of the "Network Information Independent Innovation Research Report", serves as the executive person in charge of the preparatory group, and 134 expert representatives from various industries jointly form the preparatory group of the special committee.

At the first working meeting of the special committee, Hu Weiwu delivered a report entitled "Solving Bottleneck Problems and Building a New Development Pattern."

He pointed out that the instruction system is the common foundation of the CPU and operating system and is the "root technology" of the information industry. The core of the development of my country's information industry is to build a safe and controllable information technology system based on an independent instruction system.

Loongson has long insisted on independent research and development of core IP, improving the single-core general processing performance through design optimization and process iteration. Its goal is to build a third new information technology system and industrial ecology independent of x86 and ARM.
