Henan provincial officials have once again mentioned "promoting the establishment of Henan Rural Commercial Bank."

Cailianshe reporters noted that on July 23, the General Office of the People's Government of Henan Province pointed out in the "Notice on Issuing Several Measures to Solidly Promote the Steady and Positive Economic Progress in the Second Half of 2024" (hereinafter referred to as the "Notice") that it is necessary to promote the establishment of Henan Rural Commercial Bank, coordinate and promote small and medium-sized banking institutions to collect non-performing assets, clean up problematic shareholders, and supplement capital from multiple sources. Accelerate the implementation of the three-level debt reduction plan at the provincial, municipal and county levels, actively and steadily resolve the existing hidden debt, resolutely curb the increase of hidden debt, strengthen the comprehensive governance of local government financing platform companies, and firmly hold the bottom line of no systemic risk.

The document pointed out that the above work will be undertaken by the Provincial Party Committee Financial Office, the Provincial Finance Department, the Henan Branch of the People's Bank of China, and the Henan Financial Regulatory Bureau according to their division of responsibilities.

Public information shows that on August 4 last year, the State Financial Regulatory Bureau disclosed the approval for the establishment of Henan Rural Commercial Bank Co., Ltd. The regulatory requirements require that the preparatory work be completed within 6 months from the date of approval. Cailianshe reporters noticed that the relevant approval was signed on June 26, 2023.

According to a query by Cailianshe reporters, Henan Rural Commercial Bank held an unveiling ceremony on the morning of November 7 last year. However, as of press time, the official website of the State Financial Regulatory Administration has not released any authoritative information that Henan Rural Commercial Bank has been approved to open.

At present, the official website of Henan Rural Commercial Bank has been launched. On December 19 last year, its official website also released the "Henan Rural Commercial Bankcommercial BankSystem 2023 Employee Recruitment Notice". According to its official website, Henan Rural Commercial United Bank Co., Ltd. was restructured and established from the former Henan Rural Credit Cooperative Union. It is a provincial local banking financial institution with independent legal personality and an important backbone enterprise under provincial management. In accordance with the authorization of the Provincial People's Government, it performs the functions of "strengthening party leadership, standardizing equity management, providing industry services, and strengthening risk control" for the provincial rural commercial bank system.

As of the end of November 2023, the Henan Rural Commercial Bank System (hereinafter referred to as the Henan Rural Commercial Bank System) has a total of 135 municipal and county rural commercial banks (Rural Credit Cooperatives), 46,300 employees on the job, 4,445 business outlets, covering all townships in the province; total assets of 2.42 trillion yuan, deposit balance of 2.05 trillion yuan, loan balance of 1.19 trillion yuan, and deposit and loan balances and market share rank first among banking financial institutions in the province.

Three provincial rural commercial banks completed the process from planning to opening this year, and three provinces officially announced their entry

According to statistics from reporters, Guangxi, Sichuan and Hainan have completed the establishment and opening of provincial rural commercial banks this year, and Guizhou, Hubei and Jiangxi have announced that they will establish provincial rural commercial banks.

It is worth noting that on January 5 this year, the official website of the State Financial Supervision and Administration Bureau released information, and approved the establishment of Hainan Rural Commercial Bank Co., Ltd., Sichuan Rural Commercial Bank Co., Ltd., and Guangxi Rural Commercial Bank Co., Ltd. Since then, the three provincial rural commercial banks have been approved for opening.

Among them, on January 29, the opening ceremony of Sichuan Rural Commercial Bank and the signing ceremony of the government, bank and enterprise were held in Chengdu, Sichuan Province. At the opening ceremony, the Sichuan Regulatory Bureau of the State Financial Supervision and Administration Bureau issued the "Financial License of the People's Republic of China" to Sichuan Rural Commercial Bank. This means that Sichuan Rural Commercial Bank opened quickly after only one month of preparation.

On February 6, Guangxi Rural Credit Cooperatives’ official WeChat public account released information, announcing that Guangxi Rural Commercial Bank was unveiled and opened on the same day. This means that one month after being approved for establishment, Guangxi Rural Commercial Bank completed its preparations and officially opened.

On May 8, the unveiling ceremony of Hainan Rural Commercial Bank was held in Haikou. At the ceremony, the Hainan Regulatory Bureau of the State Financial Supervision and Administration issued a "Financial License" to Hainan Rural Commercial Bank, the Hainan Branch of the People's Bank of China issued a "Letter on Matters Related to the Opening of Hainan Rural Commercial Bank Co., Ltd.", and the Hainan Provincial Market Supervision Administration issued a "Business License" to Hainan Rural Commercial Bank.

In addition to the three newly established and opened provincial rural commercial banks mentioned above, three other provinces announced this year that they would join the team to set up provincial rural commercial banks, namely Guizhou, Hubei and Jiangxi.

At the beginning of the year, the "2024 Government Work Report Key Work Responsibility Division Plan" issued by the General Office of the People's Government of Guizhou Province pointed out that "the establishment of Guizhou Rural Commercial Bank will be promoted, and local legal person financial institutions will be supported to become stronger and better". In February, the 2024 Hubei Provincial State-owned Assets and State-owned Enterprises Work Conference clearly stated that the establishment of Hubei Rural Commercial Bank will be completed. In April, the Jiangxi Provincial Union held a member meeting and decided to establish Jiangxi Rural Commercial Bank Co., Ltd. (tentative name) on the basis of Jiangxi Provincial Union, and authorized the Jiangxi Rural Commercial Bank Preparatory Working Group to organize and implement the preparatory work.
