Xu Lei was born in October 1966. After joining the workforce in 1988, he has been working in the Yunnan Urban Construction System. Since 2009, he has served as the chairman of Yunnan Urban Investment Group until he was announced to be under investigation in May 2019.

On November 12, 2019, Xu Lei was expelled from the party and removed from public office.

Upon investigation, it was found that Xu Lei had lost his ideals and beliefs, betrayed his original aspirations and mission, had no party spirit and principles, had no faith or reverence in politics, was disloyal and dishonest to the party, engaged in double-dealing, and had no political bottom line in order to advance his own position. He did everything he could to curry favor with leading cadres and their families, had no awareness or actions of strict party governance, failed to perform his principal responsibilities, and even used his power for personal gain to interfere with normal disciplinary inspection and supervision work, threatened disciplinary inspection cadres, and seriously polluted the political ecology of the Urban Investment Group, causing serious damage and adverse effects on the party organization.; In terms of economy, he was extremely greedy, accepted gifts and cash gifts, sold public resources for personal gain, colluded with illegal businessmen, amassed huge wealth and accepted huge amounts of property; in terms of work, he was unprincipled, ignored rules, made decisions arbitrarily and harmed national interests; in terms of life, he was extremely extravagant, pursued pleasure unscrupulously, was corrupt and decadent, had low morals, pursued vulgar and low tastes, and engaged in power-for-sex and money-for-sex transactions.

Xu Lei seriously violated the party's political discipline, the spirit of the Central Committee's eight regulations, organizational discipline, integrity discipline, work discipline, and life discipline, constituting an illegal duty and suspected of committing a crime. After the 18th National Congress of the Communist Party of China, he did not restrain himself or stop, seriously damaging the party's image. The nature of his behavior is particularly bad and the circumstances are particularly serious, and he should be dealt with seriously. On April 23, 2020, the Intermediate People's Court of Dali Bai Autonomous Prefecture held an open trial of the case in which Xu Lei was suspected of committing the crimes of accepting bribes, offering bribes, and abuse of power by a state-owned company employee.

The prosecution alleges:From 1999 to 2019, Xu Lei repeatedly accepted huge amounts of property as bribes from others, totaling more than RMB 65.29 million; from 2000 to 2009, Xu Lei bribed Qin Guangrong, former secretary of the Yunnan Provincial Committee of the Communist Party of China, for a total of RMB 600,000 in 20 installments to seek improper benefits; from 2010 to 2018, Xu Lei exceeded his authority and arbitrarily decided to illegally acquire and restructure a real estate project, and made an illegal decision to initiate and promote a golf course project, causing a total loss of more than RMB 163.47 million in state-owned assets.

On November 27, 2020, the Yunnan Provincial Commission for Discipline Inspection and Supervision reported four typical cases of ignoring discipline and rules and perfunctorily responding to interviews and inquiries in recent years. Among them was Xu Lei, former party secretary and chairman of Yunnan Urban Construction Investment Group Co., Ltd., who lacked a sense of awe, avoided the important issues, made selective explanations, deceived the organization, and perfunctorily responded to inquiries.

The report stated that from October 2014 to December 2018, the Yunnan Provincial Commission for Discipline Inspection sent letters to Xu Lei three times regarding reports that he had "colluded with officials and businessmen such as Wan Moumou and promoted and employed cadres in violation of regulations."In his letter of inquiry, Xu Lei selectively explained the situation of promoting cadres in violation of regulations, and strongly denied the collusion between him and Wan Moumou.. Upon investigation, it was found that Xu Lei used his position to help Wan Moumou in engineering projects and personnel recruitment, and repeatedly asked for and accepted large amounts of cash from Wan Moumou. When the organization sent a letter of inquiry, Xu Lei selectively explained issues that would not affect him, concealed his serious violations of discipline and law, and continued to accept large amounts of money and property after being questioned. At the same time, Xu Lei also had other violations of discipline and law.In November 2019, Xu Lei was expelled from the Party and removed from public office. The suspected criminal case was transferred to the procuratorate for review and prosecution, and the proceeds from his violations of discipline and law were confiscated.

This time, Xu Lei was investigated again for suspected major duty-related crimes. How to deal with the missed crimes found after the case was transferred for review and prosecution?

The Regulations on the Implementation of the Supervision Law of the People's Republic of China, promulgated and implemented in September 2021, clearly states:If the supervisory authority finds that a crime committed by a person under investigation has been omitted in a duty crime case that has already been transferred for prosecution and that additional crimes need to be committed, it shall, after examination and approval, issue an "Opinion on Supplementary Prosecution" and transfer it together with relevant case files, evidence, etc. to the People's Procuratorate at the same level.

If a case designated by the People's Procuratorate for jurisdiction needs to be transferred for additional prosecution, it can be directly transferred to the People's Procuratorate that originally accepted the case for prosecution; if additional criminal suspects or defendants are needed, the People's Procuratorate should be consulted again to go through the procedures for designated jurisdiction.

Among them was Xu Lei, the former party secretary and chairman of the group, who illegally rode first-class airplanes 222 times, exceeding the standard amount by 286,294 yuan.

Xu Lei is not the first official this year to be investigated again several years after being dismissed.

According to "Clean Huaihua" on May 29, Luo Zongai, former deputy director of the Chenxi County Public Security Bureau in Hunan Province, is suspected of serious violations of law and is currently under supervision and investigation by the Hongjiang Municipal Supervisory Committee as designated by the Huaihua Municipal Supervisory Committee.

This is the second time Luo Zongai has been investigated.

Public information shows that Luo Zong'ai, male, Han nationality, was born in November 1971, has a college education, is from Chenxi County, Hunan Province, started working in August 1995, and joined the Communist Party of China in June 1998.

Luo Zong'ai has served as deputy director of Xiaoping Police Station of Chenxi County Public Security Bureau, deputy director of Xiuxi Police Station, deputy captain of the Criminal Investigation Brigade, director of Chenyang Central Police Station, and captain of the Criminal Investigation Brigade.

In December 2010, Luo Zong'ai was appointed as a member of the Party Committee of Chenxi County Public Security Bureau; in January 2015, he was appointed as a member of the Party Committee and deputy director of Chenxi County Public Security Bureau.

Four years after serving as deputy director, Luo Zongai was investigated for the first time.

The report mentioned that since the launch of the special campaign against organized crime by the central government, Huaihua City has selected elite soldiers to form a special task force to crack down on the city's organized crime gangs and their protectors. "The Yu Shaojin and Qin Shanyun gangs that organized the 2016 Yiyuan Hotel smashing, looting, threatening, intimidating and extorting incident that shocked Chenxi County have been eliminated. More than 30 people involved in the case have been arrested. It is required that the leader Yu Shaojin be severely investigated and punished, and the facts of his crime be clarified as soon as possible. On March 8 this year, Huaihua News Network released a message saying that the seventh round of inspections by the Sixth Huaihua Municipal Party Committee had been fully launched recently. The Municipal Party Committee inspection team will work in the inspected units for about two months.

Chenxi County Public Security Bureau is one of the inspection targets of the Fourth Inspection Group of the Huaihua Municipal Party Committee.
