Accelerate the development of a national integrated data market

According to Liu Liehong, my country is the first country to use data as a factor of production. The Third Plenary Session of the 20th CPC Central Committee has made arrangements for accelerating the construction of institutional mechanisms to promote the development of the digital economy and improving the institutional rules of the data factor market, which has pointed out the direction for the next step in promoting reform and development in the data field.

Liu Liehong said that data has characteristics different from traditional factors such as land and capital, which makes data work more complicated. For example, data has both positive and negative externalities. It is necessary to promote the circulation and use of data, improve resource allocation efficiency, and cultivate new industries and new formats, but also to prevent potential risks such as privacy leakage and data abuse, so as to achieve more efficient and safer development.

For example, data is both the result of digitalization, networking, and intelligence, and also a resource for further promoting digitalization, networking, and intelligence. We must not only accumulate data resources from digital transformation, but also deepen digital transformation through data development and utilization to achieve benign interaction and coordinated development.

Liu Liehong said that in the next step, the National Data Administration will further promote the reform of market-oriented allocation of data elements, coordinate the planning and construction of Digital China, digital economy and digital society, accelerate the development of new quality productivity, accelerate the deep integration of the real economy and the digital economy, and accelerate the cultivation of a national integrated data market.

Accelerate the construction of a national integrated computing network

In the era of digital economy, computing power is a new type of productivity.

At the end of 2023, the National Data Administration, together with relevant departments, issued implementation opinions on accelerating the construction of a national integrated computing network.

The implementation opinions put forward some specific indicators that require greater efforts to achieve. For example, by the end of 2025, all types of new computing power in national hub node areas will account for more than 60% of the country's new computing power; and the proportion of green electricity in newly built data centers in national hub nodes will exceed 80%.

In this regard, Du Wei said that in the next step, the National Data Bureau will work with relevant departments and localities to accelerate the construction of a national integrated computing network with the high-quality development of computing power enabling high-quality economic development as the main line. Specifically, it includes: promoting the coordinated development of multi-source heterogeneous computing power, promoting the gathering of various types of new computing power to national hub nodes; promoting 400G/800G high-bandwidth all-optical connections between national hub nodes and demand areas, guiding telecom operators to improve the efficiency of "public transmission channels", and promoting the deep integration of computing networks; promoting the coordination of industry data and computing power, realizing the reliable circulation of data, and improving data processing capabilities and governance levels; promoting the integrated development of computing power and electricity, strengthening the coordinated linkage between hub nodes and non-hub nodes, and supporting the integration of non-hub nodes in the central and western regions with rich green electricity resources into the construction of a national integrated computing network; and so on.

In addition, according to Du Wei, the National Data Bureau is organizing the compilation of the "Guidelines for Data Infrastructure Construction" recently, striving to clarify the concept, development vision and construction goals of data infrastructure under the current circumstances, build social consensus, clarify the construction direction, and promote the construction of a coordinated, scaled, efficient, standardized and reliable data infrastructure service system.
