A wholly-owned subsidiary of Xinsen Technology was fined again for environmental issues.

On the evening of July 17, Xinsen Technology (002436.SZ) issued an announcement showing that the company received a notice from its wholly-owned subsidiary Yixing Silicon Valley Electronic Technology Co., Ltd. (referred to as "Yixing Silicon Valley") that it recently received the "Administrative Penalty Decision of Wuxi Municipal Ecological Environment Bureau".

The penalty decision shows that the Wuxi Ecological Environment Bureau, together with the environmental protection department of Yixing Economic Development Zone, conducted an inspection of Yixing Silicon Valley and found that the "annual production expansion of 1.68 million square meters of printed circuit boards" project in Yixing Silicon Valley has been partially completed and put into production, and the supporting pollution prevention and control facilities have only been partially completed and have not passed the environmental protection "three simultaneous" acceptance. The above behavior violates the provisions of Article 15 and Article 19, paragraph 1 of the State Council's "Regulations on Environmental Protection Management of Construction Projects".

The Yixing Silicon Valley "Annual Production Expansion of 1.68 Million Square Meters of Printed Circuit Boards" project adopts a construction-and-production-simultaneous approach and is currently still under construction. Although it is not equipped with an RTO or hazardous waste warehouse waste gas tower, the organic waste gas generated by its inner layer process and solder mask process is discharged after being treated by the original RCO waste gas treatment facilities, and the waste gas generated by the hazardous waste warehouse is discharged after being treated by alkaline liquid spraying. Self-inspection is carried out in accordance with the requirements of the pollutant discharge permit, and the report shows that the waste gas is discharged in compliance with the standards.

In the end, the Wuxi Ecological Environment Bureau gave Yixing Silicon Valley a lighter punishment and imposed a fine of 270,000 yuan.

Xinsen Technology said that after the incident, the company attached great importance to it and Yixing Silicon Valley actively carried out rectification. It will subsequently build pollution control facilities in accordance with environmental impact assessment requirements. It has signed an RTO control facility purchase contract and has paid relevant fines.

In fact, Yixing Silicon Valley has been fined for environmental issues many times and has become a "repeat offender."

According to the 2022 and 2023 annual reports of Xinsen Technology, Yixing Silicon Valley was fined 890,000 yuan and 18,800 yuan respectively for exceeding wastewater discharge standards, totaling more than 900,000 yuan.

Among them, the Wuxi Ecological Environment Bureau sampled and monitored the wastewater outlet of Yixing Silicon Valley on March 9, 2022 and April 9, 2022, respectively. The total copper concentration was 0.47mg/L and 0.32mg/L, respectively, both exceeding the emission concentration permitted by the pollutant discharge permit. In accordance with relevant regulations, the Wuxi Ecological Environment Bureau imposed a total fine of 890,000 yuan on Yixing Silicon Valley for the above two acts of exceeding the standard for water pollutant discharge.
