On July 12, the Guangdong Provincial Department of Industry and Information Technology issued the "Notice on the Announcement of the List of Special Industrial Clusters of Small and Medium Enterprises in Guangdong Province in 2024". The two clusters of high-performance medical devices and big data analysis and application software in Longhua District performed well and were listed. It is understood that after the competent departments of small and medium-sized enterprises in various cities above the prefecture level organized application recommendations, qualification reviews, expert reviews, on-site inspections and public announcements, 41 special industrial clusters of small and medium-sized enterprises in Guangdong Province in 2024 were determined, and a total of 9 special industrial clusters in Shenzhen were selected.
Longhua District High-Performance Medical Device Industry Cluster
Shenzhen International Medical Device City, covering nearly 20 square kilometers, is not only an innovation base for industry giants such as Mindray, WenJian, United Imaging, and Pumen, but also a hotbed for emerging forces such as Silicon Bionics and Beixin Life Science. Eight sub-sectors - high-end medical imaging, implantable interventional devices, in vitro diagnostics... They converge here and plan to build a complete high-end medical device industry chain from research and development to production, with the goal of creating a high-quality medical industry ecosystem, stimulating the transformation and application of cutting-edge technologies in the industry, enhancing overall competitiveness, and jointly weaving the future vision of medical technology.
In 2023, the output value of this industrial cluster will exceed 17 billion yuan. The district has 7 innovative medical device certificates, accounting for one-third of the total in the city, demonstrating Longhua's leading position in the field of high-end medical care. By vigorously promoting key core technology research and achievement transformation, Longhua District has 12 major national, provincial and municipal innovation carriers, and has successfully achieved technological breakthroughs in the country's first domestic ECMO equipment and 5.0T magnetic resonance equipment, marking a new milestone in China's independent control of high-end medical equipment.
At the beginning of 2024, Longhua District officially issued the "Several Measures on Supporting the High-quality Development of High-end Medical Device Industry Clusters", which further clarified the support direction for eight major fields such as implantable interventional devices and high-end medical imaging. This move has effectively promoted the deep integration and interactive upgrading of the innovation chain, industrial chain, capital chain, talent chain, and ecological chain. Through these measures, Longhua District is making every effort to build a coordinated development of the industrial ecological system to ensure that the high-end medical device industry cluster can achieve high-level operation driven by innovation, and at the same time gather more industry resources and elite talents to jointly promote the industry to a higher-end field.
At the same time, Longhua officially released the "Overall Development Plan of Shenzhen International Medical Device City (2024-2035)", proposing to fully promote the core manufacturing area of Shenzhen International Medical Device City and build a national top and world-class high-end medical device industry cluster with a scale of hundreds of billions.
Longhua District Big Data Analysis and Application Software Cluster
Relying on the Shenzhen Digital Economy Core Area and Shenzhen North Software Industry Base, Longhua District's big data analysis and application software cluster covers an area of only 0.0869434 square kilometers, but has demonstrated strong competitiveness in the fields of big data, artificial intelligence, cloud computing, and the Internet of Things. In 2023, the total output value of the industrial cluster will reach 15.315 billion yuan, of which small and medium-sized enterprises will contribute to the entire output value, and the output value of the leading industries will account for about 75.03% of the total output value of the cluster, with a growth rate of 29.22%. The industrial cluster is surging with a "hot" tide and a "new" tide.
The R&D investment intensity of enterprises in the cluster is as high as 5.08%. It has built 5 national, provincial and municipal innovation platforms, has 260 invention patents, and has presided over or participated in the formulation and revision of 7 national industry standards and 13 group standards, demonstrating strong innovation capabilities and technical strength. The pace of innovation has accelerated, with the cluster's effective invention patents growing by an average of 31.86% per year, and the number of effective invention patents per 10,000 people reaching 494, ranking among the top in the country. In terms of digital transformation, 80% of enterprises have achieved cloud deployment, and the application penetration rate of industrial Internet platforms has reached 27.5%, building a solid foundation for smart medical care. In addition, the cluster has also achieved remarkable results in environmental protection, energy conservation and emission reduction, with carbon dioxide emissions per unit of output value of 0.0182 tons of carbon dioxide/10,000 yuan, and a reduction rate of energy consumption per unit of industrial output value of 17.95%, achieving a win-win situation of economic and environmental benefits, and a growth rate of foreign direct investment of 12.56%, demonstrating the high recognition of international capital for this land of innovation.
The industrial cluster has a total of 4 national-level specialized and innovative "little giants", 24 provincial-level specialized and innovative enterprises, 26 national high-tech enterprises, 16 innovative small and medium-sized enterprises, and 5 branches established overseas by the cluster or enterprises within the cluster. It has gradually formed an industrial ecosystem with international competitiveness and innovation leadership, and a number of outstanding enterprises such as Meituan Technology, Huaao Data, Youfang Technology, and Nengxin'an Technology have emerged.
Twin stars shine and lead the "new" wave. Two major industrial clusters, one focuses on high-tech manufacturing, and the other focuses on information technology and digital economy. The former promotes the transformation of traditional manufacturing to intelligent and green through continuous technological innovation; the latter uses cutting-edge technologies such as cloud computing, big data, and artificial intelligence to build a neural network for smart cities and improve the efficiency of urban governance and public services. They not only reflect the depth and breadth of Longhua District's high-quality development, but also demonstrate the hard-core strength of Shenzhen's smart manufacturing from a global perspective.
